What Happened
Investigation substantiated multiple serious allegations of inappropriate discipline and violence. Licensee uses physical discipline including hitting, spanking, and aggressive grabbing of children. Adults engage in fighting and verbal abuse in front of children. Type A citations issued indicating immediate risk to children's health and safety.
Observations
- Licensee using physical discipline: hitting and spanking children
- Licensee grabbing and pinching children's ears, arms, and heads aggressively
- Children dropped or slammed into play yards aggressively as discipline
- Licensee picking up children aggressively by the arm and throwing into play yard
- Verbal arguments between licensee and adult A2 observed by children
- Licensee and A2 fighting in front of daycare children
- Aggressive slamming of doors and gates observed
- Children heard A2 yelling 'don't hit me' during arguments
- Staff members arguing and bickering in front of children
