This requirement is not met as evidenced by:LPA observed the licensee's assistant (A1) alone caring for 13 children.

This requirement is not met as evidenced by interviews with children who stated the licensee squirts them with water for not listening and not behaving and being placed in a highchair when placed on time-out.
