What the inspector wrote

On 01/16/2025 at 1:30 PM, Licensing Program Analysts (LPA) Noah Wheeler and Kiriko Lynch conducted an unannounced complaint inspection, and met with Licensee Tyisha Shelley. It was alleged that the home is not kept clean and orderly, specifically dirty diapers were observed left on the floor, open milk containers on the kitchen counter, and trash on the floor and around the home. The Licensee was interviewed on 10/22/2024, and denied the allegation. The Licensee stated that she is a cheerleading coach, and stated she has cheer equipment temporarily stored at the home. Licensee also stated that her ex-husband has a plumbing business and gets packages delivered to the home which sometimes pile up outside of the front door. During the investigation visits, LPAs observed the family child care home inside and outside. LPAs observed a lot of items stored and stacked in the home, in boxes and totes and lots of items out on the kitchen counter and shelves, although, no dirty diapers or open milk containers were observed. LPAs observed items along both sides in the front walkway into the house, strollers, indoor child sized chairs, cardboard boxes, plastic recyclable containers, indoor trash cans with trash inside and around, indoor cleaning equipment, and some outdoor portable play equipment. LPAs observed some items in poor condition, weathered by the elements, and potentially accessible to children in care on their arrival to the home. LPA also interviewed parents (P1-P4) and there were some disclosures of many items observed and stored in the home. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Exit interview conducted with the Licensee, notice of site visit posted, and appeal rights provided.
