What the inspector wrote

On 05/15/25 at 10:30 a.m., Licensing Program Analyst (LPA) Kiriko Lynch visited the home for the purpose of a complaint investigation visit. It was alleged licensee is operating out of ratio and licensee is operating over capacity. Upon arrival to the home, LPA observed two assistant staff with 15 children, and one staff was about to go on her 15 minute break. When asked, staff stated all children were preschool age, four years down to two years old currently. Licensee was not at the home at the time of the visit. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, Title 22 is cited on the attached LIC 9099-D. Exit interview was conducted with assistant, notice of site visit posted, and appeal rights were provided.
