What the inspector wrote

On 10/02/2024 at 11:15am, Licensing Program Analysts (LPAs), Selina Siao and Oscar Picazo conducted an announced Pre-Licensing change of ownership inspection. Upon arrival, LPAs met with applicant/Director Patricia Pradis. Applicant is requesting to be licensed for 4 infants (ages 0 to 24 months) in the Infant Room and 15 preschoolers (ages 2 to 5 years old) in the Kids classroom and Kids indoor playroom. Hours of operation will be Monday to Friday from 7:30am to 5:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA Siao informed Patricia Pradis that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Mrs. Pradis stated that they will be in a higher cabinet located in the storage room located in the Director's office. A fully equipped first aid kit is located in the Director\342\200\231s office. There is an operational carbon monoxide detector on site located in the preschool kids classroom located on the wall. All required licensing documents were observed posted in the Kids Indoor Playroom. Children will be signed in and out by the front entrance door area. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total preschool indoor activity space measured to be 755.50 square feet, which is sufficient to accommodate the requested capacity of 15 children. The total infant indoor activity space measured to be 113.92 square feet, which is sufficient to accommodate only 3 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via paper cups and there is a water dispenser in the room that is available for the children to refill their cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/08/2024. LPA observed a total of 1 sink and 2 toilets available for the preschool children\342\200\231s use. These are sufficient to accommodate the requested capacity of 15 preschool children. The Infant Room has highchairs with broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Director's office and the ill child will also use the staff's restroom. Facility will provide breakfast, lunch and AM/PM snack for the children. The kitchen area currently includes a stove, sink, refrigerator, and a microwave. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a doorknob cover. The facility currently has a fully fenced playground area. The wood fencing is at least four feet high. The outdoor activity space for the preschool measured to be 679.98 square feet, which is only sufficient for 9 children at one time, insufficient for the number of children being requested. A playground waiver for no more than 9 preschool children to be outside at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. The outdoor activity space for the infant measured to be 273.03 square feet, which is sufficient for 3 infants. The outdoor area Shade is provided via a corrugated sheet metal patio cover for the both the preschool and infant outdoor play areas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is no climbing structure on the playgrounds for children's use. Drinking water is available via a water pitcher when children are playing outside. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Patty Pradis was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). A license for 3 infants (ages 0 to 24 months) in the Infant room and 15 preschooler (ages 2 to 5 years old) in the Kids Classroom and Kids Indoor Playroom will be granted once the facility is within all licensing compliance. The following corrections are needed: \302\267 Facility needs to add a sound absorbent four feet high wall to separate the napping crib area and the activity area in the Infant room. \302\267 Applicant shall submit an outdoor playground waiver to the department and be approved as the outdoor area is not sufficient for the requested capacity of 15 children. Add wall cubbies for the infant room. Applicant understands that all proof of corrections must be provided to the Department within 15 days, or the application may be denied.
