What the inspector wrote

On 3/4/2025 at 10:30am, Licensing Program Analysts (LPAs), Selina Siao and Vicky Williamson conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant Marysol Topete and Director Emma Topete. Applicant is requesting to be licensed for 30 preschoolers (ages 2 to 5 years old) in classrooms A, and B. Hours of operation will be Monday to Friday 7:30am to 3:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed facility representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Emma Topete stated that they will be in a high cabinet located in classroom B. A fully equipped first aid kit is located in the sink area in classroom B. There is an operational smoke/carbon monoxide detector on site located in all classrooms A, B, storage and the office. All required licensing documents were observed posted in the entry area in room A by the sign in and out area. Children will be signed in and out at the entry way in room A. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 742.16 square feet, which is sufficient to accommodate 21 children and insufficient for the requested capacity of 30 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the water dispenser that is in the Director\342\200\231s office by refilling the children\342\200\231s own water bottles. LPAs observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 1/17/2025. LPAs observed a total of 2 sinks and 2 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink next to the Director\342\200\231s office. The isolation area for children who are ill will be the Director\342\200\231s office and the staff\342\200\231s restroom. Facility will provide AM and PM snacks for the children. There is a sink that will be use as a food prep area in room B and it includes a small refrigerator, small electric stove top. The food storage areas were observed to be free of rodents and/or vermin. LPAs observed the food area is separate from the cleaning materials. The facility currently has a fully fenced playground area. The outdoor playground wooden fencing is at least four feet high. The total square footage for all the outdoor activity space is 5893.14, which is sufficient to accommodate the requested capacity. Shade is provided via large trees and shade canopy structures. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground that appears to be age appropriate for preschool age children, but applicant will contact the manufacture. There is adequate cushioning in fall zones of climber provided by washed sand. Applicant was advised that when children are at the large red and blue play house a staff needs to be at the upper play house area with the children to ensure children\342\200\231s safety and to ensure visual supervision of the children. Drinking water is available via a filtered drinking water fountain at the playground and children will also bring their own water bottles to refill their bottles. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Marysol Topete was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Facility representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with facility representatives the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Facility representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. \342\200\234 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.\342\200\235 The following corrections are needed prior to the issuance of the license: \302\267 Add room numbers for both classrooms #A and #B. \302\267 Remove the broken chair at the playground patio area. \302\267 Submit a facility sketch for the front area of the property that has a kitchen, living room, two bedrooms and a bathroom. \302\267 Cristian Tejada shall have the required background clearances and TB clearance. \302\267 Make the merry go cycle inaccessible to children as one of the peddle is broken. \302\267 Contact Cedar Summit KidKraft to obtain information on the age recommendation for the play equipment. Applicant submitted an updated application LIC200A for capacity of 21 children during today's inspection. Applicant Marysol Topete understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the applicant Marysol Topete.
