What the inspector wrote

On 03/27/2023 at 10:30 am, Licensing Program Analyst (LPA), Michelle Hood conducted an unannounced Annual Required Inspection and met with Licensee Silvia Gomez and helper Maricela Islas. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There was one child present in the facility during this inspection. The licensee accompanied LPA inside and out of the facility during this inspection. The off-limits areas are inaccessible through the use of door locks and door knob covers. Per the licensee the operating hours are Monday through Friday from 6:00 am to 6:00 pm. The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. The licensee uses the backyard for outdoor activities. No bodies of water were observed on the premises during the inspection. The licensee was reminded all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee\342\200\231s First Aid and CPR certifications expire on 08/2025. The licensee has required immunizations. Licensee completed Mandated Reporter Training on 08/01/2022. The facility roster is maintained and reviewed. LPA reviewed children\342\200\231s files. The last fire and disaster drills were conducted and documented on 02/08/2023. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The licensee stated there are no infants enroll that use a crib or play pen at this time. There will be one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The licensee physically checks on sleeping infants every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] will be maintained for each infant up to 12 months of age and shall be available to the Department for review. The licensee will place infants up to 12 months of age on their backs for sleeping. The LPA provided the licensee a copy of the sleep log and LIC 92227 LPA discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintaining children\342\200\231s records according to regulation, and post required forms. The licensee was reminded corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. An exit interview was conducted and the report was reviewed with the licensee Silvia Gomez. The licensee was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. Notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. No deficiencies were cited.
