On February 15, 2023, at 8:55 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Required Inspection and met with the Licensee Rose Cano. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. Only the Licensee and one daycare child (aged 4 years) were present in the facility during this inspection. Language Link Operators 11645 and 15314 provided Spanish language translation services. This facility is a four (4) bedroom, two (2) bathroom single floored house. Licensee accompanied LPA during this inspection. The following areas used for childcare are: living room, dining room, one bedroom, one bathroom and the fenced backyard. The off limit areas are the remaining bathroom, remaining bedrooms, kitchen, and the attached garage. The kitchen is barricaded with child safety gates. Doors to the remaining bedrooms, bathroom and attached garage are made inaccessible by use of door locks and doorknob safety covers. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Licensee states play outside in the fenced and shaded backyard. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire in September 2023. Mandated Reporter Training was completed on 08/04/2021. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 02/13/2023. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee and LPA discussed the facility emergency disaster plan and safety of children and pets. Licensee has three (3) small dogs and one (1) cat. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA provided Licensee with Provider Information Notices (PIN) 22-31-CCP and 22-22-CCP. PIN 22-31-CCP provides information about the new MyChildCarePlan.org website, a resource that can assist families in finding available childcare. This website provides a childcare search tool that connects parents to childcare providers and Resource and Referral Agencies throughout California. PIN 22-22-CCP notifies licensed Family Child Care Home providers about the availability of the Family Child Care Home License Incentive Payment related to COVID-19 pandemic relief. No deficiencies observed. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
