What the inspector wrote
On 08/21/25, at 11:50 a.m., Licensing Program Analyst (LPA), Jacqueline Macias conducted an unannounced Annual/Random Inspection and met with Licensee, Imelda Rodriguez. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. One (1) daycare child (toddler) and no staff were present in the facility during this inspection. This facility is a two story, 5 bedroom, 3 bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: daycare room (next to garage), bathroom #1, backyard, and bedroom #1. Off limits areas are bedrooms #2-#5, bathrooms #2-#3, living room, tv room, dining room, 2nd dining room, kitchen, and garage and are inaccessible through use of child safety doorknobs, safety gates, and locks. Days and Hours of operation are: Monday \342\200\223 Friday, 23 hours.
The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. The home has a fenced back yard available for outdoor activities at time of inspection. No bodies of water observed on the premises during the inspection. Licensee states there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee\342\200\231s First Aid and CPR certification are current through 12/2025. Licensee has required immunizations. Licensee completed Mandated Reporter Training on 02/01/2024 and expires on 02/2026. Facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 04/14/2025. A sample of children\342\200\231s files were reviewed and determined that all files were complete.
There is one play yard for each infant who is unable to climb out of the play yard. Play yard is free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] shall be maintained for each infant up to 12 months of age. Licensee states she places up to 12 months of age on their backs for sleeping.

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.

. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
LPA advised if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. In addition, for general questions, questions regarding licensing requirements call Child Care Licensing.

LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Licensee completed the Health and Safety Issues Family Child Care Regulation 102417 form during time of inspection.

No deficiencies cited. A copy of the report, appeal rights (LIC 9058), and a Notice of Site Visit (LIC 9213) was given to Licensee, Imelda Rodriguez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
LPA interpreted and explained the inspection report to licensee in Spanish, licensee stated she understood.
