What the inspector wrote

On June 10, 2021, at 10:00 a.m., Licensing Program Analyst (LPA), Gloria Gonzalez conducted an unannounced Annual Required Inspection and met with the Licensee, Michelle Arreola.\302\240 LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee.\302\240 Eight (8) children and three (3) staff were present in the facility during this inspection.\302\240 This facility is a 2 story, 5 bedroom, 4 bathroom house. Assistant, Narely Navar accompanied LPA inside and out of the facility during this inspection, since Licensee was not at the facility, but arrived about 10:30 am. The following areas used for child care are: Living room 1&2 (daycare areas), kitchen, dining room, daycare room 1, bathroom 1.\302\240 Off limits areas are upstairs, 4 bedrooms, 3 bathrooms and are inaccessible through use of a safety gate. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements.\302\240 Hazardous items were made inaccessible to children during the inspection.\302\240 The storage area for poisons is locked.\302\240 The licensee has toys, play equipment and materials available.\302\240 The home has a fenced backyard available for outdoor activities.\302\240 The upstairs is not used and is gated off at the bottom of the stairway and the applicant understands the gate must be in place when children under five years are present during day care hours. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home.\302\240 A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances.\302\240 Licensee\342\200\231s First Aid and CPR certifications expire on 2/2023.\302\240 Assistant Narley Navar First Aid and CPR certification expires on 2/2023. Licensee has required immunizations.\302\240 Licensee completed Mandated Reporter Training on 2/16/21.\302\240 Facility roster is maintained and was reviewed.\302\240 The last fire and disaster drills were conducted and documented on 5/2021. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard.\302\240 Cribs or play yards are free from all loose articles and objects. The provider physically checks on sleeping infants up to 24 months of age every 15 minutes.\302\240 Licensee understands an Individual Infant Sleeping Plan [LIC 9227 (3/20)] is to be maintained for each infant up to 12 months of age.\302\240 The provider places infants up to 12 months of age on their backs for sleeping. LPA provided and discussed the following:\302\240 Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances.\302\240 Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.\302\240 Licensee was also provided information regarding Safe Sleep Regulation Section 102425, SIDS, Lead exposure and Shaken Baby Syndrome.\302\240 LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . This facility provides Incidental Medical Services \342\200\223 IMS.\302\240 LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records.\302\240\302\240 For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417.\302\240 The following information regarding ADA was provided:\302\240 US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication:\302\240 Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . No deficiencies cited. An exit interview was conducted with the licensee.\302\240 The licensee was provided a copy of their appeal rights (LIC 9058 12/15), LIC9213, and their signature on this form acknowledges receipt of these rights. LPA provided notice of site visit and observed it being posted at the facility.
