On 5/28/2026 at 12:30 pm, Licensing Program Analyst (LPA), Danielle Anderson conducted an unannounced Annual Inspection and met with Licensee Odette Murillo. LPA Anderson disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were ten children and two helpers present in the facility during this inspection. The licensee accompanied LPA inside and out of the facility. Per the licensee the operating hours are Monday through Friday from 6:00 am to 5:00 pm. Interpretation into Spanish was provided by interpreter #3883826. The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. The off-limits areas are inaccessible using door locks and safety gates, licensee is reminded to keep safety gates closed to inaccessible areas. The licensee has toys, play equipment, and materials available. The licensee uses the fully enclosed backyard for outdoor play. No bodies of water were observed on the premises during the inspection. Licensee states there are no weapons or firearms in the home. There were 4 hazardous items accessible to children located on a shelf in the children's play area. The licensee made the chemicals inaccessible during the inspection. Licensee stated they do not provide transportation for children. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee’s First Aid and CPR certifications expire on 05/2026. The licensee has required immunizations. Licensee completed Mandated Reporter Training on 03/11/2024, and was reminded that the course is to be completed every two years. The facility roster is maintained and was reviewed. LPA reviewed children’s and helper's files. The licensee is reminded that a LIC 9227 is required for all infants under 12 months. The last fire and disaster drills were conducted and documented on 05/28/2026. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintaining children’s records according to regulation, and post required forms. The licensee was reminded corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility . LPA provided the California Megan's Law website: www.meganslaw.ca.gov . There was one type A deficiency cited at the time of inspection. See LIC 809 D page. LPA Anderson informed licensee Odette Murillo that this report dated 5/28/2026 document(s) One Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Anderson informed the licensee to provide a copy of this licensing report dated 5/28/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. An exit interview was conducted, and the report was reviewed with the licensee Odette Murrillo. The licensee was provided with a copy of their appeal rights (LIC 9058 03/22) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
