On April 29, 2026, at 2:00 PM, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced Case Management inspection for the purpose of making corrections to the family child care licence. LPA met with Licensee, Carolina Gaxiola-Gastelum and disclosed the purpose of the inspection. There were 10 daycare children present, three of whom are infants and licensee's own child. Also present is licensee’s assistants, Evelyn Rivera and Alejandra Lara-Lopez. Days and hours of operation are Monday through Friday, from 5:00 AM to 4:00 PM. On May 6, 2024, a fire clearance was granted for 11 daycare children. A family child care license was issued effective July 29, 2024 for 11 children. The facility was licensed in error and not per Title 22 Regulation Section 102416.5 Staffing Ratio and Capacity. During today's inspection, LPA toured the indoor and outdoor of the facility. This is a single level, four (4) bedroom, two (2) bathroom apartment. The following areas are used for daycare: living room, dining room, bedroom #4, bathroom #2 and the patio. The off-limit areas include bedroom #1 (master bedroom), bedroom #2, bedroom #3, bathroom #1 (inside of master bedroom) and the kitchen. Off limit areas are made accessible by use of safety gates, and doorknob covers. A fire clearance was granted for 14 children on February 2, 2026. LPA and applicant discussed the maximum number of children for whom care shall be provided when there is an assistant in the home, including children under age 10 who live in the licensee's home shall be either: Twelve (12) children with no more than four of whom may be infants and 8 older children over the age of 2 years or Fourteen (14) children, with no more than three infants (birth to 24 months) and at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age with landlord consent (LIC 9149). See LIC 809C Continuation... Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). A Large Family Child Care Home license for 14 children will be issued effective April 29, 2026. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Carolina Gaxiola-Gastelum.
