What the inspector wrote

On January 14, 2026, Licensing Program Analyst (LPA) Crystal Ali conducted an unannounced annual random inspection. The LPA disclosed the purpose of the inspection and was granted entry by the Licensee. The Licensee guided the LPA on a tour of the home. Upon entry to the facility, the LPA observed 10 children in care and licensee and assistant (adult child) providing care and supervision. LPA observed that co-licensee was not home and the adult child lives in the home was present. Licensee informed LPA that her husband (co-licensee) is not helping her currently care for the children due to him working a full time job for over a year. Licensee states that the assistant no longer lives in the home. The adult children have been fingerprinted under the previous license number prior to changing jurisdiction from Inyo County. LPA received proof of completion and other evidence. However, the clearances are not in guardian. LPA provided the guardian contact information to licensee to fix this issue. LPA sent email to Licensee on 12/6/24 instructing her to have her children fingerprinted under her current license. Licensee states that her computer died doesn\342\200\231t recall receiving the email. LPA informed licensee that she must get her adult children fingerprinted. Technical Violation was issued. Licensee's facility child roster is current and maintained up to date. There are no IMS children. The operational childcare hours are Monday through Friday from 8am to 5pm. Staffing Ratio and Capacity: This is a one-story family home. There is a living room, dining room, den, kitchen, three bedrooms, two bathrooms, laundry area, backyard and detached garage. The off-limits areas are all bedrooms, one bathroom (safety latch), hallway to the other bedrooms have safety knobs, and detached garage that is locked. There are no bodies of water on premises. Per the Licensee, there is no smoking and no weapons on the premises. Physical Plant: The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The daycare areas are the living room, dining room, kitchen, den, bathroom next to the den. Licensee does provide food for the children. Licensee is in the food program. Food program rep visited the home in December 2025. The children can bring packed lunches and snacks. Those lunchboxes that don\342\200\231t have ice packs are placed in the refrigerator for the children in care. The window blind cords are inaccessible to children. There are three dogs, eight cats, and one tortoise on premises that do interact with the children. Licensee states all pets are current on their vaccinations. There is a working landline and cell phone, always charged and kept with licensee. There are age-appropriate toys and equipment on the premises. The First Aid kit included a temperature thermometer, tweezer, scissors, gauzes, and cleansing pads/solution was observed to be complete and inaccessible to children kept high in hallway cabinet near bathroom with safety latch. Fire place is located in the living room and is inaccessible to children. Napping: Children are provided napping when needed. Licensee has one play pen and cots for napping. Licensee states that when she has several children, she will bring out the cots to be used. Eight cots are stored in the garage. Transportation: The licensee does not provide transportation. Licensee and her assistant will walk to the school to pick up the children. Kitchen: Knives are kept in the kitchen top drawer to the right of the sink, inaccessible to children in care. Medication is kept in the kitchen in a high cabinet on top of the stove in locked boxes, inaccessible to children in care. Licensee reports that there are no children on medication. Cleaning supplies and chemicals are kept in the inaccessible under the kitchen sink area away from children in care. Children with allergies is written on the child file. Licensee states there are no children with allergies at this time. Fire Extinguisher: The required fire extinguisher (2A10BC) is reading in green and in located the wall in the hallway near the kitchen, dated 12/3/25. Fire and Disaster drills are conducted at least every six-months, last drills were recorded on 9/12/25 at 3:10pm for Earthquake/Disaster and Fire Drill. Licensee states that the fire marshall has not come to the home to inspect for many years. Bathroom: The daycare bathroom is located across from the den next to the bedroom #3. It has 1 sink, 1 toilet and 1 shower. Bathroom is clean and in good repair. Bathroom top left drawer has safety latch to store bathroom and hygiene products. Cabinets under the sink have safety latches. Outdoor Space Activity: The outdoor area is the backyard. The back yard is free of sharp objects, broken toys/furniture & equipment, and other debris. The backyard has the attached garage locked, three cat enclosures, and one large play equipment anchored to the ground. Records/Documentation: LPA reviewed with facility representative the LIC 126, records to be maintained at the facility, for child\342\200\231s records, personnel records, administrative records, and parent board. Licensee was able to provide valid Pediatric CPR/First Aid. Licensee states she is registered for CPR/FA on 1/24/26 with CCRC. LPA observed confirmation email from CCRC for the 1/24/26. Child Care Provider Mandated Reporter Training Certificate has been completed expires 11/6/26. Assistant file is missing TB test results. Assistant stated she will get the TB results from hospital or she will redo the TB test. Children\342\200\231s (5) records files are complete. Licensee had all the required posted documents: Facility License (LIC 203A, Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). No deficiencies cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety codes. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Cassie Martinez. Criminal Record Clearance - Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - Family Child Care Homes LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Megan\342\200\231s Law - Family Child Care Homes During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
