What the inspector wrote

On 1/22/2025 at 10:58am, LPA Crystal Ali conducted a Case Management inspection as Licensee is requesting to increase capacity from a Small Family Childcare home of 8 children to a Large Family Childcare Home with a capacity up to 14 children. LPA announced the purpose of the inspection and was granted entry by Licensee. A tour of the facility was completed. Upon arrival LPA observe two children, two infants in care and licensee providing care and supervision. Licensee was initially licensed on 1/30/2024 as a Small Family Childcare Home. The Fire Department has inspected the home and granted a fire clearance for 14 children on 1/15/2025. Family Childcare Home operates Monday through Saturday from 6:00am to 6:00pm. The facility does not participate in the Food Nutrition Program. The facility provides morning snacks and afternoon snacks, and water to children. The children bring their own packed lunches (label with their name) that are stored in refrigerator upon their arrival. This is a single story home with four bedrooms, two bathrooms, laundry room, and attached garage. Main care is provided in living room, dining room, kitchen, and one bathroom referred to as the childcare areas. Children use the restroom located in the hallway first door on the left. The off-limits area includes all four bedrooms, master bathroom, laundry room, and garage. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There are age-appropriate toys and equipment on the premises. LPA did not observe any bodies of water. Per the licensee there are no weapons or firearms of any kind in the facility, nor did the LPA observe any weapons during inspection. LPA observed mats and playpens for infants while napping. The backyard is utilized by the children for outside play and the yard is fenced all around. The outdoor play area was inspected and play equipment was observed to be free of hazards, loose and sharp parts. LPA observed age-appropriate toys both inside and outside of the home. Licensee states she utilizes the front yard for play for the children to ride bikes on the cul-de-sac street in front of home. Licensee states she and her assistant will ensure 100% supervision during outdoor play for all children. The facility’s fire extinguisher (2A10BC) is reading in green and met the State Fire Marshal standards. Licensee has a smoke and carbon monoxide detector found them to be in operable condition. The facility annual fees are current. The parent board was reviewed and had all the required forms posted and accessible to parent Licensee is reminded with a capacity increase she must have a qualified assistant present whenever she has more than 8 children in care. Licensee was provided with a capacity and ratio handout pertaining to large Family Child Care Homes and the various age groups that can be under care at one given time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Safe Sleep - Family Child Care Homes LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee has met Title 22 regulations; Fire clearance was granted 1/15/2025, therefore, a Large Family Childcare Home License with a capacity of 14 children has been granted effective today 1/22/2025. An exit interview was conducted, and a copy of this report, appeal and notice of site visit was provided to Licensee on this day. All Licensing reports are recommended to be kept on file for a minimum of three years.
