What the inspector wrote

On Wednesday 05/06/2026 Licensing Program Analyst Isabel Ortega met with facility Director, Candace Monette and conducted an Annual-Random Inspection. LPA toured and inspected the facility in accordance with the facility sketch. Facility utilizes Room #5 for Infant Care. At time of entry LPA observed eight infants in care and three Staff providing care and supervision. Facility operates Monday through Friday from 6:30 a.m. to 5:30 p.m. Furniture and equipment were inspected for age appropriateness and good repair. herdTelephone service, heating, lighting, and ventilation were evaluated. LPA observed individual storage for children’s belongings labeled with Infant’s name. The classroom consists of purchased water with individual cups and bottles for infants(a clear and red lid Brita pitcher observed) (LPA observed purchased water jugs, bottles and zippy cups). Facility sampled water for lead on 12/30/2022, results were under the 5.5 ppb allowable. Facility provides infants in care with scheduled breakfast, lunch and one afternoon snack. Facility has snacks available as needed. Infant bottles are provided by facility and sanitized by facility daily. Food was inspected, and is properly labeled, stored within expiration date. Infants are provided with formula, and parents have the option to bring a preferred formal for infants. LPA observed breast milk properly stored labeled with infants name and date. Children are provided with individual cribs. The blankets and sleep sacks are washed daily by the facility. The sheets are provided by facility and washed daily or as needed by the facility. LPA observed an appropriate changing table to be clean within arm distance to a sink, meeting Title 22, Regulations. Facility has an Emergency Kit in the classroom and a temperature thermometer. First Aid supplies, emergency food, smoke detectors, carbon monoxide were observed and in operable condition. The fire extinguisher is serviced yearly; LPA observed a white tag with serviced date on 4/07/2026. Trash cans with tight lids were observed. Cleaning supplies are out of reach of children (a child safety half door was observed barricading the entrance to the kitchen). Emergency Drills are conducted every six months, last drill was conducted and documented on 11/12/2025 at 9:15 a.m. Food allergies are noted in the classroom and are posted in the food preparation area. The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair, and age appropriateness. LPA observed shade and natural grass. Facility keeps record of the 15 minute logs for infants 0-2 years and the LIC 9227 Safe Sleep Plan (ability to roll over) ages 0-1 year. LPA observed LIC 9227 and safe sleep logs completed by staff. During indoor and outdoor play children are provided with non-contaminated water, which was sampled, and results were under 5.5 ppb on 12/30/2022. There is adequate shade area for rest. The playground is well fenced all around, and no bodies of water observed in the outdoor play area. Small wadding blue pools are reported to be utilized during hot weather, according to Staff when wadding pools are utilized the water is emptied immediately after usage. During the inspection LPA observed adequate teacher child ratio in each classroom. Care and supervision were evaluated and determine to meet the basic needs of infants. A review of the sign in/out sheets were conducted to verify the current census of Infants. The parent board was reviewed and has all the required forms posted visible to parents. Infant's records were reviewed for completeness. Health History, Emergency contact and Medical Exams, Immunization Records are all in the children's file. The facility roster was up to date and all staff have been fingerprinted and association to the designated license number. The Director is currently certified in Pediatric CPR/First Aid from American Red Cross dated 4/16/2025, which does not expires until April 2027. The following Incidental Medical Services (IMS) were discussed, if IMS is needed LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com . Director is aware all staff are mandated child abuse reporters and have the responsibility of reporting any suspected child abuse to the Child Abuse Hot-line at (800) 540-4000. All staff are required to take the Mandated Reporter training every 2 years at www.mandatedreporterca.com . Childcare Provider Mandated Reporter (general/Child Care Provider/Exam) is dated 3/4/2026. Upon hired date all staff are required to be immunized and show proof of immunization records according to Title 22 regulations.
