Inspector’s narrative

What the inspector wrote

On Tuesday, November 04, 2025, Licensing Program Analyst (LPA) Isabel Ortega conducted an unannounced complaint investigation to deliver the findings regarding the allegations above. Upon arrival, LPA toured the facility and observed seven children in care and licensee providing care and supervision. During the course of this investigation, LPA, conducted confidential interviews with Staff, parents and children. LPA reviewed relevant information provided regarding the allegations. Interviews conducted did not disclose any concerns with the quality of care provided by Moreno's Family Child Care Home. According to interviews conducted, children are supervised, redirected and a plan of action is developed with parent. These allegations under personal rights and supervision are deemed to be unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation. Failure to maintain posting as required will result in a civil penalty of $100.00. An exit interview was conducted, notice of site visit, and appeal rights were provided to licensee.
