What the inspector wrote

On 10/6/2023, an Informal Office Meeting was conducted at the Fresno Regional Office. In attendance at this meeting was Program Director Adriana Barron, Area Manager Angela Rico, Licensing Program Analyst (LPA) Ruby Ocegueda and Licensing Program Manager (LPM) Susie Fanning. The purpose of today's meeting was to discuss the violation of Title 22 Regulations. The following issue/violation was discussed: Type A Deficiency: · 9/12/2023 –The facility was cited a type A violation under regulation 101223 (a)(2) to address Personal Rights of children in care. On 9/5/2023, the facility contacted the Department to self-report an incident that involved a staff accidentally dropping an infant from the changing table after a diaper change. The incident occurred on 9/5/2023. On 9/12/2023, LPA conducted interviews of the staff and confirmed that although deemed accidental, the staff did not ensure the safety and personal rights of the infant. Today, Program Director Barron and LPM Fanning discussed the steps the facility has taken to prevent this situation from occurring again which includes training existing staff and newly hired staff on diapering policies and infant care. LPM Fanning reviewed the Department conducting increased visits/inspections to help ensure compliance with Title 22 regulations. Program Director Barron was informed that childcare training videos are available on the Community Care Licensing Division's website at www.ccld.ca.gov . Program Director Barron was reminded that facility staff are required to ensure that the health, safety, and personal rights of children in care remains protected at all times. It was discussed that continued violations of Title 22 Regulations may result in a Non-Compliance meeting or a possible referral of the child care facility to the Legal Division for possible Administrative Action. A copy of this signed report was provided to Director Barron.
