What the inspector wrote
On 10/12/2023, Licensing Program Analysts (LPAs) Nancy Her and Claribel Soto conducted an unannounced case management inspection and met with Director Donna Ward. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is a decrease in capacity inspection and the applicant is requesting 72 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year round, Monday thru Friday from 5:00AM to 5:30PM. Applicant is aware to contact the Fresno Community Care Licensing office for a change in classrooms and/or change in capacity.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
Director Donna Ward stated that the center will provide breakfast, lunch, and snack. They will be prepared off site and delivered to the facility kitchen.
There is a sink with hot water inside kitchen area classroom to use for food preparation. Ill children and staff will utilize the bathroom located in classroom 102. Ill children will be isolated in Director's office area.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Director to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classroom.
LPA reviewed with Director Donna Ward, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.
There are 3 classrooms (101,102, and 103) that will be used by preschool children. Room measurements were taken and reviewed with Director Donna Ward. The total inside preschool area measured to an approximate 2,806 square feet which will accommodate the requested capacity of 72 preschool children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 6 toilets and 12 sinks/hand washing fixtures which will accommodate the requested capacity of 72 preschool children.
The approximate outside square footage for the preschool area is 6,511 square feet which will accommodate requested capacity of 72 preschool children. There is adequate shade available in the outdoor activity area with three large canopies. The applicant is using wood chips for cushioning under the outdoor climbing structure. The structure has a manufacturer label for children 2-5 years as the recommended age for use. LPA reminded Director Donna Ward, to provide adequate supervision at all times.
A fire clearance of 72 consisting of 72 preschool children was received on 10/04/2023. Fire clearance was approved by Kern County FD Fire Prevention.
This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records.

Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
