What the inspector wrote

On 03/21/2022 Licensing Program Analyst (LPA) Araceli Gibson, conducted an unannounced annual inspection. LPA met with Director Fidelina Saso. LPA toured the facility, both indoors and outdoors to inspect areas accessible to children in care. During today's visit there were no children present due to it being a staff in service day reserved for training. HOURS OF OPERATION: School-Year plus Summers (June 6 through 30 th ); Monday through Friday; Classroom P1 5:00 AM to 5:00 PM it is a Migrant Program. Classroom P2 it runs 7:30 AM to 4:00 PM it is called the Family Resource Preschool. Snacks, breakfast and lunch meals are provided to children in care. Food is prepped in the main school cafeteria and is delivered to the classrooms for children consumption. Menus are posted at least one week in advance where an authorized representative can view them. There is no swimming pool or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection. Playground and furniture equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. continued 809C Before working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have a clearance through Lost Hills Union School District. There are no excluded individuals present at this center. Licensee is aware that upon notice from the Department, any excluded individual must be immediately removed from the center. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. Authorized are physically signing children in/out of the facility. All children are under supervision, including visual supervision, of a teacher at all times while virtual learning format. Facility maintains a ratio of one teacher supervising no more than 12 children in care when in person learning is conducted. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were incomplete immunization records for pertussis was not present in employee file (see (809D). In addition facility did not have documentation of completed mandated reporter training for all staff (see 809D). LPA discussed the requirement of completing the Mandated Reporter Training every 2 years. Incidental Medical Services (IMS) are currently not being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiencies are being cited: (see next page, 809 D) Licensee was provided a copy of their appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
