What the inspector wrote

On 3/21/2023, Licensing Program Analyst (LPA) Jessika Thompson conducted an unannounced Annual Inspection. LPA met with Hilda Ramos, Site Supervisor II. LPA toured facility, indoors and outdoors. Hours of operation are Monday \342\200\223 Friday, from 7:30 AM. - 5:30 PM. All children are under supervision, including visual supervision, of a teacher at all times. Staffing and ratio is maintained in accordance with regulatory requirements. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. During inspection of the facility, LPA entered the joint kitchen located between Classroom Blue and Classroom Green through Classroom Blue, as the entry door to the kitchen was unlocked (LPA found the kitchen entry door located in Classroom Green to also be unlocked). Upon entry, LPA observed an accessible container of dishwashing tablets inside a base level cabinet within the aforementioned kitchen. LPA advised staff that disinfectants, cleaning solutions, medication, and other hazardous items are to be made inaccessible at all times. Staff locked both kitchen entry doors during today's inspection. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing facilities are in safe and sanitary operating condition. All floors are clean and safe. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. All kitchen, food preparation, and storage areas are clean, free of litter/rubbish and rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Uncontaminated drinking water is available both indoors and outdoors. Menus are posted at least one week in advance where an authorized representative can view them. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment, swings, and slides have cushioning material in the form of wood chips to absorb falls. Criminal record clearance is completed as condition for employment and maintained by the Kern County Superintendent of Schools(continued on LIC 809-C). Capacity and limitations as specified on the license are being maintained At least one person trained in Pediatric CPR and First Aid is present when children are at the facility or at off site activities. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representatives or others who can assume responsibility if the authorized representative cannot be reached. LPA observed that all children\342\200\231s files contained a medical assessment. LPA reviewed staff files and observed files were complete with health screening, immunization records for influenza, pertussis, and measles, and current documentation of completed mandated reporter training. This facility does not provide Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. This facility has provided evidence of completed water testing completed on 11/21/2022. LPA and Director discussed the Community Care Licensing (CCL) website ( www.ccld.ca.gov ) which provides access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Chapter 1, Division 12, Title 22 of the California Code of Regulations the following deficiency was cited today: (see LIC809D). Exit interview conducted and report was reviewed with the Director. A notice of site visit was given and must remain posted for 30 days. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
