Inspector’s narrative

What the inspector wrote

On 02/28/23 This report was ammended to change the complaint investigation report from confidential to public. On 02/13/2023 Licensing Program Analyst (LPA) Beneroso conducted a subsequent complaint inspection for the purpose of delivering the findings of the above allegation. Upon arrival, LPA did not observed any children in care. LPA met with licensee Lilia Juarez. During this investigation, LPA received pertinent documents related to this investigation, which included Facility Roster and other related documentation related to the allegation. Over the course of investigating the allegations regarding personal rights, LPA conducted confidential interviews with staff, parents and children. In addition, LPA completed a review of the facility records. The information obtained over the course of the investigation, revealed inconsistencies regarding if licensee did or did not yell at daycare child or if licensee did or did not hit daycare child. Allegation of Personal Rights: Licensee yelled at day care child in care and Licensee hit day care child is deemed to be UNSUBSTANTIATED, a finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegations occurred. An exit interview was conducted, a copy of this report, a notice of site visit and appeal rights were provided.
