What the inspector wrote

On 12/22/2022 Licensing Program Analysts (LPA) Beneroso met with licensee, Laura Rodriguez who guided analyst on a tour of the facility for the One Year Required inspection. Upon arrival, LPA observed 10 children in care and 2 adult caring for them. Family members residing in the home include licensee, licensee’s husband, two minor children. Facility hours of operation are Monday - Friday 4:30AM- 5 PM. Licensee currently does have childcare insurance. This is a single-story home with 4 bedrooms and 2 bathrooms. Per licensee, care is provided primarily in converted garage that is not considered an extra room and has permits . Bathroom used (located in hallway to the left). Children have access to the backyard. Per licensee, the off-limit areas of the home include the 4 bedrooms, 1 bathroom. There is a backyard that is fully enclosed by wood fence and brick wall. Laundry room has all items inaccessible to children. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children. LPA observed age appropriate safe toys and napping equipment on the premises. Naps are provided on mats the childcare area LPA observed detergent and cleaning compounds to be kept in the kitchen, in the upper cabinet. Medicines were observed to be kept in the licensee’s bedroom. Sharp kitchen knives were also observed to be placed in the kitchen drawers. Children do not have access to kitchen. A mesh gate is kept to separate the home from daycare area. Safe and age appropriate toys, play equipment and materials were observed throughout the facility. LPA did not observe Baby walkers, baby jumpers, baby exersaucers, baby bouncers/rockers or any other item that falls into that category in the facility. The smoke detector, carbon monoxide detector and Fire Extinguisher (2A10BC) are all in operable condition. Electrical outlets are inaccessible, there is a designated area for ill children as necessary living room area. There is an electric fireplace that is off limits. The facility sketch is complete and current, there is working land line and cell phone. Fire/Disaster drills are maintained current. Last fire/disaster drills were completed on 08/01/2022. Bathroom: LPA observed toilet and faucet are clean and operable condition. No shampoos or other cleaning products were stored in the shower or cabinets. Kitchen: Sharp utensils, open bottles or alcohol are inaccessible. The home has a clean and fully stocked refrigerator/freezer. Cleaning supplies are in the kitchen, in upper cabinet. Breakfast, lunch, AM and PM snacks and dinners are provided as needed. Licensee stated she currently is a participant in a food program. Outdoor: The backyard is fenced all around. The outdoor AC unit is kept in a gated and locked area. BBQ pit was observed to be properly covered. LPA observed appropriate and safe toys in the play area. Per licensee, there are no pets in the property. Per licensee and LPA’s observations, there are no pools or bodies of water in the premises. There are two storage sheds that are kept locked. Advisory/Other: First Aid kit was observed with supplies readily available, including a thermometer. CPR/First Aid expires 10/30/2023. Mandated Reporter is maintained current, and it expires on 06/16/23. LPA reminded licensee; mandated reporter training must be completed every 2 years. Licensee had all the required posted documents: Facility License (LIC 203), Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148). Children files were found to be complete Licensee Leyva was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Rodriguez and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) were discussed. Per licensee, the facility is not currently providing IMS. Inspection was conducted in Spanish, LPA is certified as bilingual by the department. The facility was found to be in compliance and no citations were issued during this inspection. A notice of site visit was given to licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee Rodriguez along with her appeal rights.
