What the inspector wrote

On 2/16/23, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee and one day care child. Licensee, her husband, and one minor child reside in the home. Verified licensee CPR and First Aid was completed through American Red Cross and expires on 1/28/24 . Licensee\342\200\231s Assistant, Raynoldo Armendariz completed the training through American Red Cross and expires on 7/21/23. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 1/24/23. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 1/24/23. Fire pull alarm is located on the home\342\200\231s entry way on the left hand side wall. LPA observed in the day care room; children size furniture, safe toys and books for the children. LPA also observed five high chairs in the dining room. There are two play yards, children\342\200\231s cubbies, and a flat screen television and a parent\342\200\231s board that is located on the right hand side wall in the day care room. Licensee informed LPA that she wants to use the converted garage area for the day care children. LPA inspected the room during today's inspection. LPA observed that the room has insulation, carpet flooring and heating and air conditioner wall unit. There is a door that will be used as the main entrance for the child care facility. The entrance will be through the side run of the home. (Continued on LIC809-C): Licensee provided LPA with an updated facility sketch. The rooms accessible to the day care children will be the day care room #1, converted garage (day care room #2) and downstairs bathroom. Licensee understands that the room can only be used for daily day care activities but it will not be use for napping. Licensee states she does not have weapons, firearms, ammunition or poisons in the home. Facility has 3A40BC fire extinguisher, carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free. Licensee states she does/does not be transport day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee completed the Mandated Reporter Training on 1/20/22. Licensee\342\200\231s Assistant has not completed the training. LPA discussed safe sleep pending regulations and Safe Sleep Regulation Concepts were given licensee. LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. (Continued on LIC809-C): Licensee states her hours of operation are Monday through Friday from 5:00 AM to 12:00 AM, Saturday, 5:00 AM- 10:00 PM and as arranged. Licensee advised she does not care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . Licensee is advised the following items must be corrected and documentation be sent to Fresno CCL within the next 30 days to avoid possible withdraw. Licensee\342\200\231s assistant will complete the Mandated Reporter Training certification. Licensee will provide proof to LPA. Pending verification of correction of the above item and a final review of her application, licensure as a Small Family Day Care Home capacity of 8 children ages under 18 years will be recommended. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
