What the inspector wrote

On 06/10/2025 Licensing Program Analyst (LPA), Christopher Burnias conducted a Case Management Inspection a nd was met by Licensee Robbin Pena . LPA toured the home inside and outside and a census was taken. The purpose of today's inspection is to verify the status of an adult associated to the facility (A1) whose criminal background check did not clear. According to Departmental records on 11/18/2022, a letter was mailed to the Licensee from the California Department of Social Services Care Provider Management Bureau (CPMB) informing Licensee that a criminal background clearance has been denied for A1. Licensee informed LPA that A1 has not resided in the home since 2021. Licensee provided LPA with a signed Confirmation of Removal (Form LIC 300B) for A1. LPA informed Licensee that due to the background clearance denial, A1 cannot reside or be present in the home. Licensee understood. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, no deficiencies are cited. Exit interview was conducted with Licensee and appeal rights were provided. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

    PERSONNEL REQUIREMENTS

    Based on record review, the licensee did not comply with the section cited above. Licensee did not have a valid Pediatric First Aid/CPR training certificate issued by an approved training program which poses a potential health, safety or personal rights risk to persons in care.

    Based on LPA observation, the licensee did not comply with the section cited above. LPA observed spiderwebs, dog feces, loose, damaged and broken fence panels, peeling paint on patio table, peeling seat cushions on patio chairs, and collected water pooled in the backyard which poses a potential health, safety or personal rights risk to persons in care.

    Based on record review, the licensee did not comply with the section cited above. LPA observed that children's records were missing immunization documents for Measles and Pertussis which poses a potential health, safety or personal rights risk to persons in care.
