What the inspector wrote

On 07/17/2025, Licensing Program Analysts (LPAs), Nancy Her and Octavia Nolan conducted an announced Pre-Licensing inspection for a Single License Conversion. This facility was previously licensed under facility number #153808443. Upon arrival, LPA met with Applicant Amanda Guinn. Applicant is requesting to be licensed for 15 preschoolers 2 years to 6 years in the preschool classroom; 4 infants birth to 2 years in the infant classroom; and 5 school age children 6 years to 12 years in the school age classroom. Hours of operation will be Monday through Friday 6:00 AM to 6:00 PM year round. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Guinn that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Ms. Guinn stated no medication will be on site. A fully equipped first aid kit is located in office. There is an operational carbon monoxide detector on site located preschool classroom. All required licensing documents were observed posted in the office. Children will be signed in and out in the office. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for the preschool measured 807 square feet, which is sufficient to accommodate the requested overall capacity of 15 preschool children. Total indoor activity space for the infant classroom measured 224 square feet, which is sufficient to accommodate the requested overall capacity of 4 infant children. Total indoor activity space for the school age measured 291 square feet, which is sufficient to accommodate the requested overall capacity of 5 school age children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via pitchers of water and disposable cups, and personal water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/12/2025 by Kern County Fire Department. In the infant room, feeding chairs have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. There are 4 cribs that meet regulatory requirements. Crib area is separated from activity space via partition, however applicant is going to obtain a partition that meets Title 22 regulations. Sleep logs are kept in the infant classroom. Needs and Services Plans and Sleep Plans are kept in infant classroom. LPA observed a total of 1 sink and 1 toilet available for children\342\200\231s use in the preschool classroom. LPA observed a total of 1 sink and 1 toilet available for children\342\200\231s use in the school age classroom. The infant room has at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of 24 children. School age restrooms afford privacy for the children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the in the office. Facility will provide breakfast, lunch, and snacks. The kitchen area currently includes a counter top burner stove, air fryer, microwave, and refrigerator. The kitchen area and food storage areas were observed to be free of rodents and vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the kitchen are inaccessible to children via child proofing devices. The facility does not have a fully fenced playground area for each component. The school age component does not have it\342\200\231s own outdoor play area. A playground waiver to share the playground at different times in the AM and PM shall be submitted and approved prior to licensure. The preschool outdoor area has fencing that is wrought iron and is at least four feet high. The total square footage for all the outdoor activity space for the preschool is 2475 square feet, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for the infants is 807 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. Facility has an area that has wood chips on the preschool outdoor play area. Drinking water is available via water pitcher and disposable cups. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Applicant Ms. Guinn was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: \302\267 In the preschool classroom, shelves need to be anchored \302\267 In the infant classroom, the partition that separates the sleeping area from the indoor activity space needs to meet Title 22 regulations. \302\267 Evacuation crib is needed for the infants \302\267 In the preschool outdoor area, the jeep and helicopter needs to be anchored or removed. \302\267 The cracked plastic toys need to be removed on the outdoor area \302\267 A waiver to share the outdoor area with the preschool and school age components needs to be submitted Applicant Amanda Guinn understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
