What the inspector wrote

On 5/22/25, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was Spanish-speaking Licensee, Alba Silva, licensee\342\200\231s assistant and four day care children who were playing with the licensee in the day care room. Licensee, her husband, her two adult daughters and one minor child reside in the home. Verified licensee\342\200\231s and Licensee\342\200\231s Assistant, Karla Martinez completed the CPR and First Aid was completed through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 3/9/27. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 4/1/25. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 4/30/25. Fire pull alarm is located on the day care room wall. LPA observed children size furniture, safe toys and books for the children. LPA also observed one highchair, a diaper changing table and one play yard. There is a parent\342\200\231s board that is located on the right wall of the home\342\200\231s entry way. LPA advised licensee the parents board must be readily available for parents to view. Licensee states she does not have weapons, firearms, or ammunition. Poisons are stored unlocked inside storage cabinets that are in an inaccessible area to the day care children. (Continued on LIC809-C): Effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866 - The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features will be required. There is an in-ground pool that is fenced with wrought iron fencing. The gate is self-latching/self-closing, swings away from the pool and key lockable device is located no lower than 60 inches above the ground. LPA observed the pool is empty and does not contain water. Licensee understands if her in-ground pool gets filled with water, she must adhere to the AB2866- The Pool Safety Act. Licensee must contact Fresno Community Care Licensing to schedule an inspection to ensure her family child care home is incompliance withe The Pool Safety Act. Licensee was provided with AB2866- The Pool Safety Act handout. Facility has a 3A40BC fire extinguisher mounted onto the day care room wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free. Licensee states she will be transporting day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee completed the Mandated Reporter Training on 3/26/25. Licensee\342\200\231s assistant completed the training on 3/25/25. Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensee is advised it is her responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . (Continued on LIC809-C): LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. Licensee states her hours of operation are Monday through Friday from 5:00 AM to 5:00 PM and as arranged. No overnight care will be provided. Licensee advised she does not provide care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . The home meets the description of a safe and healthy environment for children as described in Chapter 3, Division 12, Title 22 of the California Code of Regulations and is adequate for a Large Family Day Care Home (LFDCH). Licensure as a Large Family Day Care Home capacity of 14 children will be recommended effective 5/23/2025. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
