What the inspector wrote
On 10/29/25, Licensing Program Analyst (LPA) Crystal Ali conducted an unannounced annual random inspection. The LPA disclosed the purpose of the inspection and was granted entry by the Licensee. The Licensee guided the LPA on a tour of the home. Upon entry to the facility, the LPA observe 8 children in care and licensee and assistant providing care and supervision. Licensee spouse is upstairs. During inspection, licensee picked up 5 children. This is a large family child care home. Licensee was unable to provide LIC 9040. There are no IMS children. The operational childcare hours are Monday through Friday from 6:00am to 6:00pm. Wednesday\342\200\231s daycare is closed at 5:00pm.
Staffing Ration and Capacity:
This is a two-story family home. There is a living room, dining room, family room, bonus room, kitchen, seven bedrooms, three bathrooms, laundry room, enclosed patio, backyard and attached garage. The off-limits areas are the garage (locked), six bedrooms and two bathrooms (upstairs-safety gated), enclosed outdoor patio, living room (safety gate), dining room (safety gate), and bonus room (safety gate). There are no bodies of water on premises. Per the Licensee, there is no smoking and no weapons on the premises. LPA observed fireplace in family room that is covered by bookshelves inaccessible to children.
Physical Plant:
The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The daycare areas are the family room, kitchen, bedroom #1, bathroom, and backyard.
Licensee does provide food for the children. Licensee is part of the food program. Licensee provides breakfast, morning snack, lunch, afternoon snack. Licensee states she just had meeting with food program representative in September 2025. There were no corrections. There are no window cords in the home. Licensee utilizes her cell phone for daycare business. At the entrance of home there are cubbies for the children\342\200\231s belongings. LPA observed age-appropriate toys and equipment in family room. LPA observed the home to be clean, however cluttered. Licensee states she working on decluttering. Bedroom #1 (used for napping only) needs to be decluttered and have easy access to cribs.
Napping:
Children are provided napping when needed. Children bring there on napping materials and blankets. Napping is done in bedroom #1 and family room. LPA observed bedroom #1 to have two cribs, one play pen, boxes and other furniture.
Transportation:
The licensee does provide transportation. LPA verified a valid drivers license, car insurance, and car registration.
Kitchen:
Kitchen is off limits by safety gate. Licensee states that she and assistant will escort children through the kitchen to the bathroom. Knives and sharp items are kept in the top cabinet above the microwave inaccessible to children. Licensee reports that there are no children on medication. Licensee states there are no children with allergies at this time.
Cleaning supplies and chemicals are kept in the laundry room inaccessible to children by locked door. LPA observed licensee medication in refrigerator accessible to children. Licensee will need to make all medication in the home inaccessible to children. LPA observed licensee remove the medication and place it upstairs in her bedroom. LPA observed items on the kitchen floor and mopping solution. Licensee stated she was in process of cleaning when LPA arrived. LPA informed licensee all chemicals need to be inaccessible to children and floor needs to be clear.
Fire Extinguisher:
The required fire extinguisher (2A10BC) is reading in green and in located the wall in dining room. Smoke and carbon monoxide detectors were found to be in compliance. Licensee states fire marshal came in January of 2024. Fire and Disaster drills are conducted at least every six-months, licensee could not provide log of fire/disaster drills recorded. The First Aid kit included a temperature thermometer, tweezer, scissors, gauzes, and cleansing pads/solution was observed to be complete and inaccessible to children kept in living room behind boxes inaccessible to children.
Bathroom:
The daycare bathroom is located in bedroom #1. It has 1 sink, 1 toilet, tub/shower. Bathroom is clean and in good repair.
Outdoor Space Activity:
The outdoor area is the backyard. to get to the backyard, licensee and assistant escort children through the enclosed patio to the backyard. The enclosed patio is off limits. LPA did smell feces from dogs in the enclosed patio but did not see any feces. Licensee states her grandson just cleaned the area. The backyard is free of sharp objects, broken toys/furniture & equipment, and other debris. LPA observed plenty of toys in good condition. LPA observed two toys that are prohibited. Licensee states she will remove them. LPA observed a dog run on the left side of house that is inaccessible to children. Licensee states dogs are current on vaccinations and do not interact with the children.
The right side of house is inaccessible to children by locked gate. LPA observed the play yard to be cluttered with several toys. LPA recommended licensee to remove some toys to have more room for children to play without bumping into other children or toys.
Records/Documentation:
LPA reviewed with license the LIC 126, records to be maintained at the facility, for child\342\200\231s records, personnel records, administrative records, and parent board. Licensee was not able to provide a valid Pediatric CPR/First Aid training and Mandated Reporter Training Certificate. Licensee\342\200\231s file is not complete. The assistant file is not complete. The following items are missing: CPR/First Aid, mandated reporter training, LIC 9052, LIC 9108, TB clearance, immunizations. Children\342\200\231s records files are not complete. Three children are missing infant sleep logs. Licensee had all the required posted documents: Facility License (LIC 203A, Notice of Parent's Rights Poster (PUB 394), Emergency Disaster Plan (LIC 610A), and Earthquake Preparedness Checklist (LIC 9148).
Criminal Record Clearance - Family Child Care Homes
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Megan\342\200\231s Law - Family Child Care Homes
During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
Deficiencies Cited: (See LIC 809D). The following six Type B deficiencies are being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety codes.
A notice of site visit was given and must remain posted for 30 days.
