What the inspector wrote

On 07/22/2025, Licensing Program Analyst (LPA) Ortega conducted an unannounced Annual Random inspection. Upon arrival, the LPA met with licensee, Oseguera who guided LPA on a tour of the facility. Family members residing in the home have been background cleared. Per the Licensee, hours of operation are Monday through Saturday 5:00am \342\200\223 5pm. Per licensee, no and associated to facility number. Upon arrival, LPA observed 7 children in care with Licensee providing care and supervision. This is a two-story home with 5 bedrooms and 2 bathrooms. Per licensee, care is provided primarily in the bedroom #1 (Playroom),dining area and partial of the backyard enclosed. Children use the bathroom by the hallway to the left from the main entrance of the home. The bathroom was clean, sanitized, and in good repair. The bathroom was toured and inspected sink and toilet which is in operable condition. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children. LPA observed age appropriate safe toys and napping equipment on the premises. LPA observed cots, mats, playpen and a crib for napping. There is a above pool on the premises. LPA observed a double fence with second chain fence higher than 5 feet. Per licensee, there is a designated area for ill/sick near the main entrance. Children nap in bedroom #1 open area (day care room) area in cots that are properly stored. Kitchen/Dining Room: The kitchen has a physical barrier. Sharp items are located in an upper cabinet with a safety latch. Per licensee, she currently is participating in the Food Nutrition program. Meals offered: Breakfast, Morning snack, lunch and afternoon snack. Backyard/Outdoor areas: The backyard is fenced in with cement block. The outdoor play area was inspected and was observed to be free of hazards, lose or sharp parts and tools. LPA observed appropriate and safe toys in the play area. There is an above ground pool that is barricaded with a chain linked fence that is over 5 feet high with a self-closing, self-latching gate. Off-limits : Per licensee, the off-limit areas of the home include the 4 bedrooms and one bathroom. The backyard is partially divided. There is an iron gate that encloses the area used for daycare children. Stairs: The stairs that give access to the second floor of the facility were properly barricaded with a child safety gate. Fireplace : The fireplace is located in the living room and was observed to be properly barricaded. Care and Supervision: Licensee is within the ratio for a large facility. The Licensee was reminded that supervision is always required for children in care. Fire/Health/Safety: There is a cell phone kept charged and with Licensee at all times. Smoke Detectors and Carbon Monoxide were observed to be in operable conditions(tested at 2:45 p.m.. The First Aid kit was observed to be complete with supplies including thermometer, tweezers, scissors, gauze, bandages, cleansing pad/solution, and a first aid manual. LPA observed a required fire extinguisher (2A10BC) reading in green but not serviced within the year (a technical violation was issued).. Per licensee, she currently offers transportation, LPA observed insurance to be current and driver's license valid.. Medications/ Hazardous Materials: Medications are stored in an upper cabinet, in the kitchen, secured with a child safety gate and a safety latch. Cleaning compounds are stored in a lower cabinet in the kitchen, secured with a safety latch. According to licensee there are no firearms in the home. LPA did not observe any weapons nor guns in the home. Inspection was conducted in Spanish, LPA is certified bilingual by the department. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee Oseguera was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was reminded of the requirement to report unusual incidents and/or injuries to the parent/guardian and Licensing within 24 hours of incident by telephone and in writing within 7 days of incident to the department. Applicant was informed all suspected Child Abuse should be reported to the Child Abuse Hot-line at 1-800-540-4000. The above incident should be reported on the form LIC624B per the regulation. The form should be email to unusualincidentreport@dss.ca.gov Mandated reporter training certificate is dated 12/31/2023. Licensee was reminded Mandated Reporter certificate will be expiring December 2025. Pediatric First Aid/CPR EMSA approved id dated 3/30/2025 and does not expire until 3/30/2027. Last drill was documented on 6/27/2025 at 11:00 a.m. There are no deficiencies cited during today\342\200\231s inspection, One technical violation was issued for the Fire Extinguisher not serviced or purchased yearly.. Exit interview conducted and report was reviewed with the licensee Oseguera, along with her appeal rights and Notice of Site Visit.
