What the inspector wrote

On 7/3/2025 at 12:12pm, LPA Crystal Ali conducted a Case Management inspection as Licensee is requesting to increase capacity from a Small Family Childcare home of 8 children to a Large Family Childcare Home with a capacity up to 14 children. LPA announced the purpose of the inspection and was granted entry by Licensee. A tour of the facility was completed. Upon arrival LPA observe 4 children in care (1 is licensee child), licensee providing care and supervision. Licensee state she has an assistant, and they are working on their immunization's. Licensee states she currently has 4 children enrolled. Licensee was initially licensed on 4/21/24 as a Small Family Childcare Home. The Fire Department has inspected the home and granted a fire clearance for 14 children on 6/12/2025. Family Childcare Home operates Monday through Friday from 5:30am to 5:30pm. The facility does participate in the Kern County Food Nutrition Program. The facility provides breakfast, morning snacks, lunch, afternoon snacks to children. The children do not bring their own packed lunches since Licensee provides food and drinks to all children. This is a one story with five bedrooms, three bathrooms, laundry room, living room, kitchen, back yard, and garage. Main daycare area is provided in the living room, bedroom #1(napping), bedroom #2 (play room), bathroom #1, and kitchen. Children use the bathroom located to the left of the home from the entry, middle door. The off-limits areas include all bedrooms #3-#5, bathrooms #2-#3, laundry room, back yard, and garage. Licensee states that the back yard is under renovations and is off-limits. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There are age-appropriate toys and equipment on the premises. LPA did not observe a body of water. Per the licensee there are no weapons or firearms of any kind in the home, nor did the LPA observe any weapons during inspection. LPA observed 6 mats and 3 play yards for infants while napping. No window cords in daycare areas. Licensee states that she will purchase more cots/mats once she has increased her capacity over 8 children. The backyard is off-limits due to renovations. Licensee states she hopes to have back yard open by August 2025. LPA informed licensee that she must call CCL to inform of when the backyard is ready for inspection. Licensee states there is a large family dog that stays outside during daycare hours, vaccinations are current, and children do not interact with the dog. Licensee states she and her assistant will ensure 100% supervision during outdoor play for all children in the future. The facility\342\200\231s fire extinguisher (2A10BC) is reading in green and met the State Fire Marshal standards. Licensee has a smoke and carbon monoxide detector found them to be in operable condition. LPA observed a first aid kit. The facility annual fees are current. The parent board was reviewed and had all the required forms posted and accessible to parents. Licensee is reminded with a capacity increase she must have a qualified assistant present whenever she has more than 8 children in care. Licensee was provided with a capacity and ratio handout pertaining to large Family Child Care Homes and the various age groups that can be under care at one given time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Safe Sleep - Family Child Care Homes LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee has met Title 22 regulations; Fire clearance was granted 6/12/2025, therefore, a Large Family Childcare Home License with a capacity of 14 children has been granted effective today 7/3/2025. An exit interview was conducted, and a copy of this report, and notice of site visit was provided to Licensee on this day. All Licensing reports are recommended to be kept on file for a minimum of three years.
