What the inspector wrote

Licensing Program Analyst's (LPAs) Thompson-Miller and Maddox met with Applicant, Denise Campos, Current Owner, Nancy Saxton for the purpose of conducting a Pre-Licensing/Change of Ownership inspection. A tour of the facility was conducted inside and outside. The tour included 4 classrooms; 2 children\342\200\231s bathrooms; Lobby; Office; Kitchen; and Staff bathroom. Days/hours of operation will be Monday through Friday from 6:45 am to 5:30 pm. INDOOR ACTIVITY SPACE : Although the classrooms are not set up to receive children, LPA\342\200\231s observed a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPAs observed individual storage areas (cubbies) for children\342\200\231s belongings. Center will use water pitchers with disposable cups; Tables and chairs are provided to meet the needs of the children. The child care center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible (stored in each bathroom in upper cabinets). The isolation area located in the front office, and to isolate and care for any child who becomes ill during the day. HEALTH RELATED SERVICES: Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration (Home Economics kitchen area). Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given. LPA observed fully equipped first aid kits located in each classroom. There are Smoke detectors and Fire Extinguishers (2A10BC) throughout the center. LPA Maddox has verified Qualifications for Director including Mandated reporter (exp 4/3/2022) and current CPR and First Aid training (exp 5/25/2023); Operations and Records Keeping. Health and Safety was completed on 9/3/2017 which included nutrition. Incidental Medical Services was discussed. Due to the COVID-19 pandemic, Center has Signs posted throughout the center with regards to the local health department; information on child passenger restraint systems; hand washing, screenings for staff and children and facial coverings. LPA provided consultation on the following: Inspection Authority; COVID-19 Hand Washing Best Practices Lead Flyer Unusual Incidents CCL Website- Provider Information Notices (PIN's) www.ccld.ca.gov Bathroom There are 2 bathrooms designated for children (each bathroom has 3 toilets and 3 sinks). LPA ensured the toilets flushed properly and are reachable for children. The restroom has adequate toilet paper and paper towels available, were found to be clean and sanitary. Center has a separate staff bathroom located in the Lobby area, this bathroom will also be used as an isolation bathroom. Water temperature is set on a regulated system to ensure a water temperature of no more than 120 degrees. Sign-in and Out Procedure: Parents will sign children in and out in the Lobby area. Napping Center will utilize mats for children to nap on. Director/Owner shall ensure Napping equipment will be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. In addition mats must be disinfected daily Outdoor The entire yard is fenced; LPA's observed artificial turf on both play yards; Age appropriate play equipment; LPAs informed staff, if water fountains are used, they will need to sanitize and disinfected after each child. Meals : At this time, Center children will bring their own meals (breakfast, snack, lunch). Measurements according to facility sketch submitted: The South Classroom measured 1235/35 = 35 children Middle Classroom measured 724/35 = 21 The North Classroom measured 892/35 = 26 The Toddler Room measured 500/35 = 14 Outdoor Space Preschool: 7927/75 =106 Bathroom: 2 bathroom with 3 toilets and 3 sinks = 90 LPA received the Kern County Department Inspection Report which indicates the Fire Department has cleared the center, however, it does not indicate the number of children, LPA will re-submit the 850. The following are needed prior to licensure: All unused outlets need to be inaccessible to children The cords on the mini-blinds need to be made inaccessible to children Latches on the classroom AC Unit Door Each classroom needs a carbon monoxide detector Exit interview was conducted.
