What the inspector wrote

On April 8, 2026, Licensing Program Analyst (LPA) Paul Garcia conducted an unannounced Case Management Incident inspection. LPA Garcia met with Site Supervisor Virginia Becerra. A tour of the facility was conducted inside and outside, and a census of the children in care was taken. The purpose of this inspection was to gather additional information regarding an unusual incident reported to the Fresno Community Care Licensing Division (CCLD) on April 7, 2026, involving an alleged personal rights violation concerning a child in care. During today’s inspection, LPA Garcia interviewed Site Supervisor Virginia Becerra and staff members. Children were not interviewed because they were sleeping at the time of the inspection. LPA Garcia will return to the facility at a later date to complete the remaining interviews and conclude fact-gathering for this reported incident. Per Title 22 Division 12 Chapter 1 of the California Code of Regulations no deficiencies are being cited today. An exit interview was conducted, and this report was reviewed with Virginia Becerra. A notice of site visit was issued and must remain posted for 30 days. This report shall be made available to the public upon request. Appeal Rights were discussed and issued.
