What the inspector wrote

On April 1, 2026, Licensing Program Analyst (LPA) Paul Garcia conducted an unannounced Case Management Deficiency- inspection. Upon arrival LPA met with Karen Brooks, then toured the facility inside and outside and took a census. During today’s inspection, LPA observed an adult providing care and supervision to children in care that did not request a transfer of a criminal record clearance prior to working in the home which poses a potential health, safety or personal rights risk to persons in care. During today’s inspection, the Licensee informed LPA Garcia that co-licensee Jeffrey Brooks is absent from the home more than 20% of the time, demonstrating non-compliance with regulatory requirements. Per California Code of Regulations, Title 22, Division 12, Chapter 3, the following deficiencies were cited during today's inspection. An exit interview was conducted with Karen Brooks. Appeal rights were discussed and issued. A notice of site visit was issued and must remain posted for 30 days.
