On 08/03/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced Case Management inspection and met with Marlene Tapia, Preschool Administrator. The preschool is located in Room 32 on the campus of Kit Carson Elementary School located at 9895 7th Avenue in Hanford 93230. This a temporary move as result of new preschool classroom being constructed on Campus. Applicant is requesting a capacity of 20 preschool children ages 2-6 years old. This is an AM/PM half day program which operates on a traditional school year schedule. Days and hours of operation are Monday through Friday. This program provides two sessions. AM session from 8:30 AM to 11:30 AM. PM session is from 12:30 PM to 3:30 PM. Children will be escorted by their parents to the classroom on campus. Preschool will provide lunch only. Meals are prepared in the school cafeteria. Meals are delivered to classroom and children eat in the classroom. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Uncontaminated drinking water is available both indoors and outdoors. Menus are posted at least one week in advance where an authorized representative can view them. Ill children will be isolated in the school nurse's office and utilize the restroom in school nurse's office. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector. Room measurements were taken and reviewed with Administrator. The total inside preschool area measured to an approximate 722 square feet which will accommodate the requested capacity of 20 preschool children at a time. Continued on 809-C Children will use restrooms located on campus next to Cafeteria. Applicant will submit request for waiver to share play area with students Kit Carson Elementary School. A total of two (2) toilets, one (1) urinal and two (2) handwashing sinks in the restrooms will accommodate the requested capacity of 20 preschool children. Applicant will submit request for waiver to share play area with students Kit Carson Elementary School. Per Administrator, staff will supervise children to and from restrooms when needed. LPA reminded Administrator, to provide adequate supervision at all times and to not commingle elementary school children with preschool children. The approximate outside square footage for the preschool area is 2.327 which will accommodate requested capacity of 20 Preschool Children. The preschool play area is shared with kindergarten classes. Applicant will submit request for waiver to share play area with kindergarten classrooms from Kit Carson Elementary School. LPA observed large play structure that is NOT age appropriate. Staff will supervise children to ensure they do NOT use structure. The play area consists of the cemented area between office and kindergarten classroom 1 and grass area from north corner of office to north corner of kindergarten classroom 1, extending west to the bike path bordering play structure. There is shade available where children can rest and get water. LPA reminded Administrator, to provide adequate supervision at all times and to not commingle elementary school children with preschool children. A fire clearance of 24 preschool children/infant/school age was approved & granted by the Kings County Fire Department on 08/01/2022. The following items must be completed prior to issuing a license.. Applicant will submit request for waiver to share play area with students Kit Carson Elementary School.
