What the inspector wrote

On 09/16/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an unannounced Case Management inspection and met with Patricia Gonzalez, Site Supervisor. A tour of the center was conducted both inside and outside. The Center is located in Classrooms P1 and P2 on the campus of Avenal Elementary School located at 500 S. First Ave. in Avenal 93204. Licensee is requesting an increase of capacity to 48 preschool children. This program operates Monday - Friday on a traditional school year schedule. Classroom P1 will operate a AM/PM half day program. AM session is from 8:15 AM to 11:15 AM and PM session from 11:15 AM to 3:30 PM. Classroom P2 will operate full-day option from 7:30 AM - 4:30 PM. The Preschool program offers breakfast, lunch and afternoon snack. Meals are prepared in the Avenal Elementary School Cafeteria delivered to the classroom. Classroom P1 has a kitchen with refrigerator and microwave where food will be prepped and disbursed to children in the classroom. The kitchen has a small half door that will be closed and locked to make it inaccessible to children in care. The cleaning items will be stored underneath the kitchen sink. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. LPA observed a working carbon monoxide detector inside each classroom. Staff will utilize the staff bathroom located each of the classrooms. Ill children will be isolated in the office and will use the staff bathroom in Classroom P1. Measurements of indoor and outdoor activity space for Preschool program were taken and reviewed with Patricia Gonzalez, Site Supervisor. The total usable indoor activity space for Preschool program is approximately 1,681 square feet, which will accommodate the requested capacity of 48 Preschool children. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 4 sinks/han d washing fixtures which will accommodate the requested capacity of 48 Preschool children. There is a water cooler in each classroom to fill individual drinking bottles for children. Report Continued Onto LIC 809-C The total usable outdoor activity space for Preschool program is 7,021 which will accommodate requested capacity of 48 Preschool Children. The preschool play area is fenced and gated all around. LPA observed age appropriate toys, a bike path and age-appropriate structure. Applicant is using pour-in-place rubber matting to cushion fall zones. There is shade available where children can rest and get water. A fire clearance of 48 preschool children was approved & granted by the Kings County Fire Department on 08/25/2022. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 48 preschool children. Exit interview conducted and report was reviewed with the Patricia Gonzalez, Site Supervisor. No deficiencies cited during today's visit.
