What the inspector wrote

On 11/10/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Evelyn Solorio, Program Administrator. This is a change of location from previous Facility - # 163808797 . A tour of the center was conducted both inside and outside. The center is located at 932 S. 12th Street in Hanford 93230. Applicant is requesting a change in capacity to 24 children that includes 16 Infant Children ages 0 to 24 including nine (9) crib babies and 8 children enrolled in Toddler Option ages 18 - 36 months. This facility will operate year-round; Monday \342\200\223 Friday from 7:30 AM to 5:30 PM. This Infant program will operate in classrooms Infant Room 1 and Infant A and Toddler Option will operate in Toddler Room B. Children get brought into the classroom, where staff conduct temperature checks and parents will sign in Applicant stated that parents who provide formula and pre-made bottles for the younger infants will be stored in refrigerator. When the infant is older and is not eating baby food, the center will provide breakfast, lunch, morning snack and afternoon snack. There is a kitchen on site in case food needs to be warmed up or stored. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Staff will utilize the staff bathroom located in each building. Ill children will be isolated in the classroom office and utilize the staff bathroom. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. The facility is free of flies, insects and rodents. There is a working carbon monoxide detector. The facility has sufficient age appropriate furniture, and equipment including cribs, cots or mats, changing tables and feeding chairs. Measurements of indoor activity space for Infant program were taken and reviewed with Applicant. The total usable square footage for Infant program is approximately 1,354 which will accommodate the requested capacity of 24 Infant children that includes Toddler Option. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 1 toilet and 2 sinks/hand washing fixtures. Licensee will make available one potty chair for every five (5) Infants being potty trained to accommodate the requested capacity of 24 infant children that includes Toddler Option. There is a water fountain inside each classroom that children use to have water readily available to them. The approximate outside square footage for the preschool area is more than 2,760 which will accommodate requested capacity of 24 Infant Children with Toddler Option. The Infant and Toddler play areas are fenced and gated all around. There is no shade and/or fence to separate Infant and Toddler play areas adjacent to rooms A & B. LPA observed age appropriate toys. There is a large patio cover for Infant Room 1 to provide shade where children can rest and get water. Children will use individual Sippy cups for water outside. A fire clearance of 24 Infant children that includes 16 Infant children and 8 children enrolled in Toddler Option was approved & granted by the Hanford Fire Department on 08/18/2022. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Evelyn Solorio, Program Administrator was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The following items must be completed prior to issuing a license. Install shaded rest area for children in Classrooms A & B Install fence to separate Infant and Toddler play yard for Classrooms A & B Overall Site map identifying overall campus that identifying classrooms, Utility Shut Off Locations (Water, Gas, Electricity), driveways, parking lot, fences, storage, etc. Identify play areas. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 24 Infant children that includes Toddler Option.
