What the inspector wrote

This report has been amended on 02/02/2024 . The purpose was to consolidate information to single license to include the infant component, which previously was assigned to facility 165601021 however due to technical difficulties, the information has been inputted onto a case management report. The information on this report remains the same. On 12/07/2023, Licensing Program Analysts (LPAs) Nancy Her and Monica Lopez conducted an announced prelicensing inspection and met with Director Prudy Tanner. LPAs reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is a new facility and applicant is requesting 26 preschool children ages 2-6. On this date, applicant updated capacity request to 28 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year round. This facility will provide full-time care from 6:00 am to 6:00 pm Monday through Saturday. This program will operate in the preschool room. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Applicant will be scheduling their water fixtures for lead testing. Director stated that the center will provide breakfast, lunch and afternoon snack. The meals are prepared onsite. Ill children will be isolated in an area adjacent to the receptionist desk and utilize the adult bathroom in the hallway. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Director to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling. LPA reviewed with Director Prudy Tanner, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Room measurements were taken and reviewed with Director Prudy Tanner. The total inside preschool area measured to an approximate 996 square feet which will accommodate the requested capacity of 28 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 28 preschool children. Applicant will be providing toilet training. There are changing tables with handwashing fixture in the bathrooms to meet children\342\200\231s needs. The center will have a water dispenser with disposable cups installed to provide water to the children. The approximate outside square footage for the preschool area is 16359 which will accommodate requested capacity of 28 preschool children. The preschool play area is gated all around. LPA observed age appropriate toys and play equipment. Shade is provided by a covered patio as well as trees. LPAs observed bolts that needed to be shaved and/or capped. LPA reminded Director to provide adequate supervision at all times. A fire clearance for 69 preschool children was approved and granted by the City of Handford Fire Department on 11/29/2023. The clearance was received by the Fresno Regional Office on 11/30/2023. Due to fire clearance request not addressing infant children as well as Licensee is requesting a new capacity of 28 preschool children, a new fire inspection has been requested. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with Director Prudy Tanner, the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The following will need to be corrected before licensure: \302\267 Updated LIC 200A with new capacity request \302\267 New fire clearance \302\267 Bolts in the outdoor play area will need to be shaved and/or capped. Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 28 preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with the facility representative Prudy Tanner. A notice of site visit was given and must remain posted for 30 days.
