What the inspector wrote

On 2/3/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee, Licensee\342\200\231s Assistant, Jordan Gentry and four day care children; three of them who were napping and an one awake infant. Licensee, her husband and two minor children reside in the home. Verified licensee\342\200\231s CPR and First Aid was completed through American Heart Association and expires on 5/23/2025. Licensee\342\200\231s Assistant, Jordan Gentry has not completed the CPR and First Aid training. Licensee understands that her assistant cannot be left alone to provide care and supervision to the day care children. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 1/6/2025. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 1/13/2025. Fire pull alarm is located on the front wall of the home's entry way. LPA observed children size furniture, safe toys and books for the children. LPA also a diaper changing table and four play yards in the day care room There is a flat scree television mounted onto the day care room wall. There is a parent\342\200\231s board that is located on the front wall of the home\342\200\231s entry way. Licensee states she does not have weapons, firearms, ammunition or poisons in the home. (Continued on LIC809-C): Facility has 2A10BC fire extinguisher mounted onto the kitchen wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free. Licensee states she does not transport day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee completed the Mandated Reporter Training on 5/30/2025. Licensee\342\200\231s Assistant completed the training on 10/8/2024. Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensee is advised it is her responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. Licensee states her hours of operation are Monday through Friday from 6:30 AM to 5:30 PM and as arranged. Licensee advised she does not provide care for more than 24 hours. (Continued on LIC809-C): Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . Effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866 - The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features will be required. - LPA observed the mesh fencing and has a self-closing, self-latching gate with a key lockable device placed no lower than 60 inches above the ground . Licensee provided documentation that establishes the mesh fencing is compliant with the American Society for Testing and Materials (ASTM) International Standard F2286. - LPA also observed a n alarm that is placed in the swimming pool and will sound upon detecting an entrance into the water. Licensee provided documentation that establishes that the alarm meets ASTM International Standard F2208. - Licensee agrees to perform a daily inspections of the safety features and equipment before opening the facility and maintain a log of the inspections to be provided to the Department upon request. Licensee is advised the following items must be corrected and second case management inspection will be conducted within the next 30 days to avoid possible withdraw. Licensee will obtain a Life ring diameter of 17 inches, approved by the US Coast Guard. Licensee will obtain a Rescue pole with a body hook, minimum fixed length of 12 feet. Pending verification of corrections of the above items, a second case management inspection and a final review of her application, licensure as a Small Family Day Care Home capacity of 8 children ages under 18 years will be recommended. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
