What the inspector wrote

On 10/27/2025, Licensing Program Analyst (LPA), Jose Ruiz met with Applicant, Danyuell for a change of location pre licensing inspection. Applicant, and eight minor children reside in the home. Background clearances are discussed and LIS 531 is signed indicating that the adults currently living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on 10/15/2025. Facility was inspected inside and outside as shown on the facility sketch and the following items were discussed: Fire clearance was received on 10/20/2025. Fire pull alarm is located on the wall in between the family room and living room. This is a two story home with six bedroom and four bathrooms. Upstairs area will be off-limits to the day-care children. There are gates at the bottom of the stairs making upstairs area inaccessible. Care and supervision will be provided in Family room, living room, dining room, study room and hallway bathroom. Off-limits rooms/ closets are made inaccessible by use of child safety gate and doorknob spinners. Parents board will be mounted on the left hand side of the entry wall of the home. There is a fireplace in the family room that applicant states will not be used during day-care hours. There is central air heating/cooling ventilation for safety and comfort. LPA observed in the family room a flat screen television mounted on the wall, two highchairs, child size furniture, safe toys, and books for the children. Children will nap in the study room on cots and infants will nap in play yards. Applicant understands she is to supervise children at all times. LPA provided applicant with Individual Sleeping Plan and Safe Sleep handout. (Continued on LIC809-C) Facility has a 2A10BC fire extinguisher located inside the kitchen pantry. There is a functioning smoke alarm, carbon monoxide alarm and first aid kit in place. Applicant\342\200\231s Pediatric CPR and First Aid certification was completed through American Heart Association and expires on 4/13/2026. Preventative Health and Safety with Nutrition and Prevention of Lead exposure certification was completed on 3/25/2025. Applicant completed the Mandated Reporter Training on 8/21/2025. Knives are stored inside the kitchen pantry inaccessible to the children. Medications are stored inside a top kitchen cabinet and in the master bedroom inaccessible to the children. Cleaning compounds are stored inside the cabinet that is located underneath the kitchen sink, garage and in the laundry room made inaccessible by the use of child safety latches and child safety gates. Advised applicant fire drills are to be conducted once every 6 months and must be documented with date and time. A fire drill log was provided as an example. Applicant is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. There is an in-ground ground pool. Effective 01/01/2025, all childcare facilities licensed by CCL by law will be required to adhere to AB2866 - The Pool Safety Act. According to Health & Safety Code 1596.814, additional safety features are required. LPAs observed an in-ground pool that has a 60 inch tall mesh fence around the pool. A gate that does not meet the self-latching/self-closing requirements, it does swings away from the pool and does have a key lockable device. LPAs observed a life ring that does not meet AB2866-The Pool Safety Act. LPAs observed a working pool alarm placed in the swimming pool and meets ASTM International Standard F2206. LPA observed that the applicant does not have a fixed 12 feet rescue pole with a body hook. Applicant states there are no pets in the home or on the premises. Applicant states there are no firearms or ammunition in the home or premises. Poisons are stored key locked in the garage inside a cabinet.. Applicant is reminded that any advertising (of day-care) such as business cards, flyers/posters, and/or signs must include facility number as per Title 22 Regulation "Advertisements and License Number" 102359 (a) . Applicant is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Applicant states the home is smoke-free. (Continued on LIC809-C) Applicant states she will not be transporting day care children. Fenced backyard has a cemented area and a porch for shade, for the children. LPA observed in the back yard a BBQ grill, a canopy, fence pieces and recycling. LPA discussed safe sleep pending regulations and Safe Sleep Regulation Concepts were given to applicant. Applicant is advised it is her responsibility to read and maintain her facility incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . SB 792 immunizations are on file. Applicant is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Incidental Medical Services (IMS) policy was discussed. Incidental Medical Services (IMS) are not currently being provided. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383. Required postings, forms packet, which included Parent Notification Requirement and LIC9224 were provided and discussed in detail. Applicant is advised that she may access CCLD website at www.ccld.ca.gov for additional forms and licensing updates. Applicant is also reminded that it is her responsibility to read the regulations periodically. Applicant states she will operate her day care Monday through Saturday from 6:00 AM to 6:00 PM and as arranged. No overnight care will be provided. LPA & applicant discussed the Community Care Licensing website: LPA and applicant discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. (Continued on LIC809-C) Applicant is advised the following items must be corrected and Fresno CCL will complete a second prelicensing inspection within the next 30 days to avoid possible withdraw. Applicant will obtain a fence that meets AB2866-The Pool Safety Act requirements. Applicant will obtain a fixed 12 feet rescue pole with a body hook. Applicant will obtain a life ring with at least a 17 inches diameter, and is approved by the US Coast Guard . Applicant will make all keep out of reach of children items in the hallway bathroom inaccessible to the children. Pending verification of corrections of the above item(s) and a final review of her application, licensure as a Large Family Day Care Home capacity of 12 children ages under 18 years will be recommended.
