What the inspector wrote

On 12/10/2025, Licensing Program Analyst (LPA), Norma Lomeli met with Spanish-speaking Applicant, Blanca Jimenez for a pre-licensing/ change of location inspection. Applicant is the only person who resides in the home. Background clearances are discussed and LIS 531 is signed indicating that the adults currently living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on 11/20/2025. Facility was inspected inside and outside as shown on the facility sketch and the following items were discussed: Fire clearance was received on 11/21/2025. Fire pull alarm is located on the dining room wall. This is a single story, three bedrooms and two bathrooms home. Children will have access to the living room (day care room #1, dining room (day care room #2), bedroom #1, bedroom #2 and hallway bathroom, the day care bathroom has three toilet stalls. The bathroom has a door for the privacy of the children. Off-limits rooms/ closets are made inaccessible by use of a hook and latch and a child proof safety gate. There is central air heating/cooling ventilation for safety and comfort. There is a wall heater in day care room #1 and a wall heater in day care room #2, applicant states it will not be used during day care hours. (Continued on LIC809-C): LPA observed in the in both day care rooms child size furniture, safe toys, and books for the children. Applicant states bedroom #1 and bedroom #2 will be used as playrooms. There is a parents board on the left entrance of the home. LPA advised applicant the parents board must be readily available for parents to view. Children will nap in day care room #1 and day care room #2 on cots. Infants will nap in play yards. Applicant understands she is to supervise children at all times. LPA provided applicant with Individual Sleeping Plan and Safe Sleep handout. Facility has a 3A40BC fire extinguisher mounted in the dining room. LPA also observed a 2A10BC fire extinguisher mounted onto the kitchen wall. There is a functioning smoke alarm, carbon monoxide alarm and first aid kit in place. Applicant and Applicant's Assistant, Maria Amador completed Pediatric CPR and First Aid certification through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 10/19/2026. Preventative Health and Safety with Nutrition and Prevention of Lead exposure certification was completed on 10/25/2022. Applicant completed the Mandated Reporter Training on 7/10/2024. Applicant did not have proof of applicant's assistant training. Applicant understands per Title 22 Regulations she must have a qualified assistant when she operates her family child care home as a large capacity. Knives are stored in the inaccessible kitchen on a top shelf. Medications are stored in the inaccessible master bedroom. Cleaning compounds are stored inside the cabinet that is located underneath the kitchen sink and others will be kept in the laundry room on a top cabinet. Advised applicant fire drills are to be conducted once every 6 months and must be documented with date and time. A fire drill log was provided as an example. Applicant is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. There are no bodies of water in the home or premises. Applicant states there are no pets in the home or on the premises. Firearms and ammunition are stored separately in accordance with Title 22 Regulations. Applicant states there are no firearms, ammunition or poisons in the home or premises.. (Continued on LIC809-C): Applicant is reminded that any advertising (of day-care) such as business cards, flyers/posters, and/or signs must include facility number as per Title 22 Regulation "Advertisements and License Number" 102359 (a) . Applicant is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Applicant states the home is smoke-free. Applicant states she will be transporting day care children. Applicant understands that she must have proper car restraints and/or car seats for all the children under her care when transporting children. Fenced backyard has a cemented and sodded yard for the children. LPA observed a wooden slide play structure and a four swings structure that are located on a wooden mulch surface. There is a sand box, an adult size picnic table and a canopy for shade. LPA discussed safe sleep pending regulations and Safe Sleep Regulation Concepts were given to applicant. Applicant is advised it is her responsibility to read and maintain her facility incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . SB 792 immunizations are on file. Applicant is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Incidental Medical Services (IMS) policy was discussed. Incidental Medical Services (IMS) are not currently being provided. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383. Required postings, forms packet, which included Parent Notification Requirement and LIC9224 were provided and discussed in detail. Applicant is advised that she may access CCLD website at www.ccld.ca.gov for additional forms and licensing updates. (Continued on LIC809-C): Applicant is also reminded that it is her responsibility to read the regulations periodically. Applicant states she will operate her day care Monday through Friday, 24 hours a day and as arranged. Overnight care will be provided. "Overnight Care" means care being provided to children anytime between the hours of 6:00 PM and 6:00 AM. Care provided during the day and overnight combined shall not exceed 24 hours from the time the child entered into care. LPA & applicant discussed the Community Care Licensing website: LPA and applicant discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Receive Important Updates\342\200\235 and register to PIN. Pending a final review of application file, licensure as a Large Family Day Care Home capacity of 14 children ages under 18 years will be recommended effective 12/11/2025.
