What the inspector wrote
On 10/01/2025, Licensing Program Analyst (LPA) Brittanee Cleveland met with facility director Joanny Iaccino, for the purpose of conducting an annual random visit. LPA toured/inspected the facility. Facility is a half day Cooperative Nursery Program that operates from 9:00 AM till 12:30 PM Monday through Friday. The facility is open only from September till May every year and is closed during the months of June, July and August. The facility is located within Encino Park. At the time of inspection, there were 11 children in care, one director, and 3 parent-volunteers.
All areas identified on facility sketch were inspected. The staff are parents to children enrolled in the facility. They are volunteers. The facility was observed to be within the license capacity and limitations. The facility has electronic sign in/out procedures that follow licensing compliance. The staff to child ratio was in compliance.
LPA observed postings of License, Disaster plan, parents right, and daily schedules.
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children have their own cubbies to store their belongings. The facility utilizes one room, which is a barn. Per director, the isolation area is in outside of the facility since there are no extra rooms. Per Director, each child lives within a few minutes of the facility. Age-appropriate sinks, toilets and stools were inspected for good repair in all restrooms.
Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children. Director stated that all poisons are in a high cabinet located above the preparation area sink, which is off limits to children. All food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents and/or any other vermin. All storage containers for solid waste have tight fitting covers and are in good repair. Trash cans used to discard food have tight fitting lids are discarded immediately after each meal.
Outdoor playground area is in safe condition, free of any sharp, loose, or pointed objects. The surface of the outdoor activity play area is in safe condition and is free of hazards. This facility is located in a public park. There is adequate shade in the play yard. Availability of outdoor drinking water was observed to be in a gallon jugs. LPA advised that no children shall not be left without the supervision of a teacher at any time.
There are no infants enrolled in this facility. Children\342\200\231s ages range between 2 years to 4 years old.
There is not a napping time in this facility so there is no napping equipment during the time of the inspection.
All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free.
There are no firearms stored on the premises.
There are no pools or bodies of water on the premises.
Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal background clearance, exemption or transfer their existing clearance or exemption, prior to initial presence in the childcare center.
Director is trained in CPR and Pediatric First Aid.
Children\342\200\231s records were reviewed. The name address, and telephone number of children\342\200\231s authorized representative are on file. Inspection of required forms were made and documented on LIC 857.
LPA reviewed staff records. The review of staff records is documented on the LIC 859. Director did have proof of the mandated reporter training and immunizations on file. Director and parent-volunteers have been given on the job training for sanitation, housekeeping, and universal health precautions.
Children\342\200\231s roster was observed to be current. Disaster drill log was reviewed, last drill was conducted on May 7, 2025.

The facility does not provide snacks. Children bring their lunches and snacks from home in a labeled container. Children\342\200\231s water bottles are also labeled and refilled throughout the day.
First Aid was observed in the closet near the far wall. According to director, there are no children that need regular medicine usage.
After observing the facility, there were no deficiencies during the inspection.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days.
