What the inspector wrote

On 08/29/2022, Licensing Program Analyst (LPA) Suzette Ornelas, conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Director, Jennifer Quick , and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday 8a to 5p . LPA toured and inspected the facility in accordance with the facility sketch. LPA did not observe any children on the premises due to school not being in session. Parents sign children in and out via sign in sheet, LPA observed prior sign in/out sheets. Teacher/child ratios are maintained, and adequate supervision is being provided. Current facility sketch reviewed and Licensee confirmed that there are 5 licensed classrooms at the facility. The facility has 2 preschool classrooms, the Chickadees classroom and the Sparrows classroom for children ages 3-4 years old. Both classrooms have their own restroom located within which contains 1 toilet and 1 sink. There are 3 Kindergarten classrooms, the Robins, Wrens and Hummingbirds for children ages 5 to entry into 1 st grade. The Robins and Hummingbirds classroom share restroom space located between both classrooms which consists of 2 separate restrooms each including 2 toilets and 2 sinks. The Wrens classroom has a restroom located within which consists of 2 toilets and 2 sinks. The Wrens classroom is not currently being used. The facility has sufficient cots or mats for napping. Each mat or cot is occupied by only one child at time. Per Director, the Office or the Wrens Room is used as an "Isolation Area/Room" for sick children. There is no swimming pool or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible by use of latches . No poisons were observed during the inspection. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Per director, parents provide daily meals for the children; however, a daily snack is provided to children as needed. The weekly daily snack menu remains the same throughout the entire school year. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA reminded director to ensure all the outdoor equipment is regularly inspected and dusted off as needed. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors, smoke detectors and fire extinguishers (2A 10 BC) located in each classroom that meet statutory requirements. LPA provided director with a copy of the Disaster and Mass Casualty Plan regulation and information on ensuring the plan follows requirements. LPA reviewed current emergency drill log. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. No individuals excluded by the Department are allowed to be present. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child. LPA reviewed a sample of staff files and observed 4 files were incomplete with documentation of meeting qualification requirements, immunization records for influenza, pertussis and measles. All other mandatory documentation was observed to be in all staff files. Per Human Resources director, proof of immunization records for 4 staff will be collected and submitted to LPA via email. Incidental Medical Services (IMS) are currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
