What the inspector wrote

On Tuesday, July 1, 2025, Licensing Program Analyst (LPA) Mayra Rivera conducted a case management incident inspection the department received on on June 13, 2025 in regards to cinder block wall with black spikes on the top of it. LPA Rivera inspected the outdoor area and observed the cement blocks with plastic black spikes on top of the blocks. LPA measure the shortest cement block wall and it measured 4ft.2. LPA tested with having a school-age child stand next to it. Child #1 was able to place hand and stated, can feel the spikes and did not leave marks on the hand. LPA Rivera placed hand and wrist on the spikes and LPA did not feel pain and no marks. LPA did not observe the spikes to be a danger as the are on top of the cement blocks. Licensee stated, the black plastic spikes were placed on top of the cement blocks to prevent stray cats from going into the licensees backyard. Licensee stated,within the last 2 months, licensee has been having issues with the stray cats coming into the backyard. LPA recommended to place a cushion on top when children are outdoors playing as a precaution. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, and report was reviewed with the licensee Jackie Johnson-Powell.
