Licensing Program Analyst (LPA) Tatiana Bickham conducted an unannounced Case Management Visit to this facility. While conducting an alternate visit at West Hills Preschool on 2/27/26, the following was observed. LPA observed one staff member caring for nine children on 2/27/26. On 2/27/26, LPA did not observe any additional staff present during the inspection. LPA further observed the staff leave the children alone in the classroom to assist parents. When LPA asked who was available to assist with preparing lunch, to relieve staff for breaks, or to cover when a staff member needed to leave to speak with a parent, the staff stated that no other staff were present that day. LPA observed the children left unsupervised and advised the staff that children must be under visual supervision at all times. LPA advised that an additional staff person must be present when staff are alone with children or when the Director is out of the facility. The following technical violation were observed to be in violation of California code of Regulations, Title 22. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted with Director Jennifer Kim and report was reviewed with the Director and Appeals Rights provided.
