What the inspector wrote
On January 06, 2026 at approximately 9:30AM, Licensing Program Analyst (LPA) Melissa Zaragoza conducted an unannounced, annual inspection. LPA was greeted and granted access by licensee, Esperanza Lawson. At the entrance the licensee was explained the purpose of the inspection. Present during LPA's visit included the licensee and 1 child (school age). All adults living in the home and staff working with children have criminal record clearance on file.
Hours of operation are Monday through Friday, 6:00am to 6:00pm. Licensee lives in a one level home that consists of 3 bedrooms, 2 bathrooms, kitchen, living room, dining room, laundry room, and backyard. Separated in the back yard is the garage and a room. Per licensee, their adult\342\200\231s son and their spouse live there. The day care areas are the living room, bathroom #1, dining room, and the backyard. The off-limit areas are bedroom #1, bedroom #2, bedroom #3, bathroom #2, kitchen, laundry room, and separated garage and room. All off-limit areas are made inaccessible to children in care.
LPA toured day care areas of home with the licensee. LPA observed home to be clean and neat. Home is equipped with a variety of toys and materials that were observed to be in good condition. LPA did not observe baby walkers, bouncers, jumpers, or similar items on the premises. LPA confirmed the facilities telephone on file to be working. LPA observed electrical outlets to be made inaccessible to children in care.
Home is equipped with a fully charged fire extinguisher and a smoke and carbon monoxide detector. Smoke and carbon monoxide detectors were tested during visit and were observed to be working. LPA observed trashcans to have tight fitted lids. Cleaning supplies, poisons, and hazardous materials are stored on high shelves and locked behind cabinets, inaccessible to children in care.
Per licensee, since they only have school age children enrolled, they rarely sleep at the day care. Per license, they take children to school and pick them up after school. Per licensee, children have the option to sleep while in day care. Per license, they have sheets, blankets, and mats. Per license, sheets and blankets are washed after every use.

Bathroom was observed to be in proper working condition. LPA also observed appropriate sanitation and toileting equipment for children in care. Per licensee, children\342\200\231s parents provide diapers and wipes for enrolled children.
Per licensee, they provide a food service of breakfast, lunch, and pm snacks. Children were observed to have appropriate tables and chairs for eating. LPA observed knives to be made inaccessible to children in care. LPA observed kitchen cabinets to have installed child safety locks.
Outdoor area is entirely enclosed and fenced. Per license, children rarely use the outdoor play area. LPA observed outdoor area to be in good condition. Play area is free from defects and anything dangerous is made inaccessible with a child safety gate. LPA did not observe any pools, spas or bodies of water on site.
LPA reviewed children\342\200\231s records, which were complete. LPA reviewed the licensee\342\200\231s records, which were incomplete. License has an expired pediatric CPR/First Aid certificate and Mandated Reporter certificate. LPA issued 2 Technical Violations. Per licensee, they will renew their pediatric CPR/First Aid certification and Mandated Reporter certification.
Emergency disaster drills are conducted and are appropriately documented. Last disaster drill was conducted on 11/2025. LPA observed licensing documentation to be properly posted, made available for review. Facility maintains a childcare roster. Per licensee, there are no firearms or weapons in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the licensee, Esperanza Lawson. confirmed that there are no Registered Sex Offenders living in the facility and LPA completed a Megan\342\200\231s Law search on 01/06/2025.
There are 2 Technical Violations issued during today\342\200\231s visit. Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days.
