What the inspector wrote

Licensing Program Analyst (LPA) Maddox met with Deborah, Scott, Infant/Toddler Supervisor for the purpose of conducting a case management(CM) inspection. Staff are requesting to increase their capacity from 124 to 134 PS children (Toddler Option will remain at a capacity of 16 children ages 18 - 36 mos). The hours of operation will be: Mon through Friday from 7:00 am to 6:00 pm. The PS component will occupy Rooms: 118 (Toddler Classroom), 119, 105, 107, 109, 115, 121 and 122. This is a combination center that also has a licensed Preschool component with a Toddler Option (X191231218). Each component maintains a physical separation indoors and outdoors. INDOOR ACTIVITY SPACE : \302\267 The child care center was toured and found to be clean, safe, sanitary, and in good repair to ensure the safety and well-being of children, employees and visitors \302\267 Floors of all rooms have a surface that is safe and clean (carpet flooring) \302\267 A comfortable temperature for children shall always be maintained. \302\267 Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys, and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. \302\267 Tables and chairs were present to meet the needs of the children. \302\267 The classroom consists of filtered water jugs with individual disposable cups for children. Drinking was has been tested for lead and results were below 5.5 ppb. The isolation is located in room 112. \302\267 Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children ( Stored in storage room) \302\267 There is/are fully stocked first-aid kit(s) in locations accessible to staff but inaccessible to children: \302\267 LPA observed operable carbon monoxide detectors and smoke detectors (hard wired), fire extinguishers are located throughout the facility and fully charged. \302\267 The center has a working telephone \302\267 Sign-in and out procedure (Brightwheel). \302\267 Staff shall conduct wellness checks upon daily arrival of children to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted. OUTDOOR The outdoor play areas were inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Climbing structures other play equipment were found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Children are provided with filtered water and infant bottles and disposable cups (water jugs observed) during outdoor play. There is adequate shade area for rest. The playgrounds is well fenced all around, and no bodies of water observed in the outdoor play areas. There are two sheds on the play areas utilized for equipment and storage (maintained locked). There is an outside play schedule that shall remain posted during the hours of operation RESTROOMS The bathroom area(s) were inspected. Classrooms 116 and 118 share 1 toilet and 1 sink that is between the rooms, classrooms 119/121 share 1 toilet and 1 sink that is between the rooms also the toddler options yellow and purple rooms share 1 toilet and 1 sink that is between the rooms. the Pre K classrooms utilize the men's and women's bathroom that is located in the hallway area the men's bathroom consist of 2 urinals, 2 toilets and 4 sinks, the women's bathroom has 3 toilets and 2 sinks. The bathrooms are clearly labeled for use by the preschool between the operating hours of 7am to 6pm. Toilets flush properly, toilet and sinks are reachable by the children in care, there is hot water available in the bathroom area. Each rest-room has adequate Toilet paper and paper towels available. Bathrooms were observed to be clean. There is adequate lighting/ventilation in the bathroom area(s). Staff bathroom- there is a staff bathroom located upstairs. The following are the classrooms with measurements for the PS/toddler component: Rm #'s 118 - 561.2/35 = 16 children - (Toddler Classroom) 119 - 645/35 = 18 children 105 1060/35 = 30 children 107 - 1013.57/35 = 29 children 109 - 461.78/35 = 13 children 115 - 622.19/35 = 17 children 121 - 275/35 = = 8 children 122 - 592.46/35 = 17 Outside play space: 6198 sq ft divided by 75 = 82.64 children FOOD SERVICES Menu must be posted for parents\342\200\231 review. \302\267 Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. \302\267 Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies. \302\267 Food-preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin. \302\267 Trashcans, including moveable bins, shall have a tight fitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent-proof. \302\267 A refrigerator is available and shall be used to store any medication that requires refrigeration. TRANSPORTATION : Transportation is not provided at this time. Fire Clearance has been received for the requested capacity of 134 PS and 16 Toddlers. With measurements, center can accommodate 148 children (16 toddlers and 132 preschoolers ) The following information is missing for the capacity increase: Lic 309; LIC 610, List of furniture and equipment; proof of current CPR and First Aid training, current Mandated Reporter training. An exit interview was conducted with the above items discussed and a copy of this report was provided to the with Deborah, Scott, Infant/Toddler Supervisor . Final license determination will be made upon review of the Licensing Program Manager. LEAD TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP) - Lead Testing was conducted 5/2023 Fire Clearance has been received for the requested capacity of 134 PS and 16 Toddlers. The following information is missing for the capacity increase: Lic 309; LIC 610, List of furniture and equipment; proof of current CPR and First Aid training, current Mandated Reporter training. NAPPING \302\267 Cots used for napping were maintained in a safe condition. \302\267 Each cot/mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. \302\267 LPA reminded staff Cots or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet. \302\267 Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. \302\267 Napping equipment shall be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. HEALTH RELATED SERVICES: Medications shall be kept in a safe place inaccessible to children. Supervisor has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP.
