What the inspector wrote

On 05/27/2026, Licensing Program Analysts (LPA) Dawn Dowling and Samantha Barba conducted an unannounced Case Management -Incident inspection to follow up on an incident that was reported to the department. LPA arrived at the facility at 09:48 AM and met with Lena Blakeney, Director, who guided LPA on a tour of the facility, census was conducted, there were 48 children being supervised by 18 staff as follows: Classroom # 120- 6 Children and 3 staff Classroom #130- 8 Children and 3 staff Classroom #150 and #160 were outside play with 26 children and 18 staff Classroom #140- 8 children and 4 staff The incident was reported to Community Care Licensing on 04/06/2026 via email.  The facility reported the Unusual Incident to the Department within the required 24 hours of occurrence. The incident occurred on 04/03/2026. Incident: A child spat in the presence of children/teachers and spat on staff. Page 1 During today's inspection, interviews were conducted with one child, three staff, parent, observation of child #1 was conducted. LPAs obtained the following documentation: Associated Student California State University Northridge Children's Center Parent Handbook 2025-2026, A.S. CSUN Children's Center Parent Meeting Notes, May 27, 2026, Meeting Sign-In-Sheet , Reviewed Child #1 file and reviewed Staff #3 file. Staff interviewed, indicates that child#1 no longer displays spitting behavior. Staff are supporting child#1 in providing guidance and support during the transition period when child #1 is having difficulties. Parent interviewed, indicates parent comes in twice a week from thirty minutes to an hour to observe child #1 in the classroom. School has provided parent with support, guidance and coaching for child #1 by giving parent puppets to model for child #1 about spitting and inappropriate behavior. Parent indicates that child# 1 was receptive to puppets and has not demonstrated any spitting behaviors since the incident. School has provided parent with an outside resource of Child and Family Guidance Center which provides assistance and resources for families by offering parenting classes, working with children, supporting families in getting children accessed. To prevent future incidents, staff and parent have implemented having parent monitor child #1 two times during the week, observing inside the classroom and outside through observation windows and school has provided child #1 with additional staff to assist child #1 during transition times occurs. Based on interviews conducted and documentation obtained, this unusual incident with child spitting has not occurred since the incident was reported. Child #1 is given additional support from the staff, parent and parents are awaiting response from the Child and Family guidance Center on resources that will assist child #1. It has been determined that there were no deficiencies in compliance found, no citations are being issued. A Notice of Site visit was given and must remain posted for 30 days.
