Licensing Program Analyst (LPA) Brittanee Cleveland conducted an unannounced random annual inspection to the above facility on 03/11/2026. LPA arrived at the facility at 09:55 AM, identified self and met Melissa Brisbois, Director, who guided analyst on a tour of the facility. This is a preschool which consists of 6 classrooms. Facility operation hours are Monday to Friday from 7:00 AM to 6:00 PM. All areas identified on the Facility Sketch were inspected. At the time of inspection, two of the classrooms, Mulberry and Olive, are not in use. There were 46 children and 13 staff present when LPA arrived. During the inspection, furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Each room had cubbies for children to place their personal belongings. Age-appropriate sinks and toilets were inspected for availability and good repair in the restrooms. General sanitation was observed. Availability of indoor drinking water was observed in classrooms. Per Director, children do use water fountains for outside water but receive filtered water with meals. The sycamore room has it\342\200\231s own water dispenser. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director states that poisons are locked in a closet and is inaccessible to children. Carbon monoxide and smoke detectors were observed and are operable. -- Page 1 All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including movable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. Menus are posted weekly, where it is visible by the child's authorized representative. Per Director, children\342\200\231s authorized representatives are given a copy of the menu. Children eat in a family style setting during mealtimes. Teachers sit at the table with children. LPA observed children being given seconds of food servings. Per director, teachers encourage the children to try everything on their plate but do not force them if they do not want it. This facility uses a portion chart for the size of servings for children in different age ranges. Per director, the cook does provide additional servings in case the children ask for seconds. Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment is surrounded by sand and wood chips, which absorbs a fall. There is adequate shade in the play yard. LPA observed multiple umbrellas and trees in the outside play areas for shade. LPA advises director that all outside play equipment must stay in good repair. There are LPAs advised to cover bike handles to avoid any injury. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time. Napping arrangements were discussed. LPAs observed children sleeping on mats. These mats are covered with a sheet that is provided by the facility and washed weekly. Per director, children\342\200\231s blankets are brought from home and sent home at the end of each week for washing. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free. Per Director, there are no firearms stored on the premises. LPA did not observe pools or bodies of water at the facility. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. -- Page 2 LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. Staff did have proof against measles and pertussis. LPAs advised director that Mandated Reporter Training certificates must be renewed every two years. Children\342\200\231s Records were reviewed. Inspection of required forms was made and documented on the LIC 857. Children's roster was reviewed and is current. Sign-In and Sign-Out sheets, which are manually signed, were reviewed. Children who are present were signed in. Disaster drill log was available, last drill was conducted on 02/24/2026. These emergency drills are scheduled for the last Tuesday of every month. First Aid supplies were observed in the facility. The facility\342\200\231s fire extinguishers have been services by the fire department, per service tag. The facility was observed to be equipped with an isolation area for any child who becomes ill. The director\342\200\231s office and the parent\342\200\231s room, which is located in the lobby, serves as isolation areas. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. -- Page 3 For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . PIN 22-05-CCP \342\200\242 \342\200\242 CCC TESTING DEADLINE HAS NOT PAST LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
