What the inspector wrote

At 11:31AM on 2/16/2022, Licensing Program Analyst (LPA) Lissete Gonzalez conducted an announced case management inspection. Due to COVID- 19, precautionary measures were taken. LPA met with Child Development Director II, Rosa Guerra and Facilities Director II, Kevin Hobby. This is a Head Start Program housed at the Willard Elementary School grounds. The Child Development Director II has requested approval to use a temporary heating/air conditioner system from an exterior Heating, Ventilation, and Air Conditioning (HVAC) unit due to a delay in repair to classroom #1\342\200\231s existing HVAC unit. There were no children present. At 11:50AM, LPA toured the facility indoors and outdoors. LPA observed the facility has installed flex ducting connected to the exterior HVAC unit. The attached flex ducting feeds from the exterior HVAC unit into the classroom through the classroom\342\200\231s existing original HVAC unit opening/vent. The vent in the classroom was removed to allow the flex ducting through the opening. There are two flex ducts in the classroom; return and supply. The flex ducting in the classroom was observed to be supported by zip ties. LPA observed a barricade underneath the flex ducting located inside the classroom to prevent access. The temporary heating/air conditioner unit was in operation at the time of the visit. The noise level was minimal and will not disrupt the classroom #1\342\200\231s daily instruction or activities. The exterior HVAC unit is located outside classroom #1 in a walk path next to the children\342\200\231s playground. The HVAC and flex ducting located outdoors runs through the walk path between the classroom and children\342\200\231s playground however, the flex ducting was not observed to be within the children\342\200\231s playground. LPA observed an orange exterior plastic safety fence/barricade with safety cones in place on the walk path by the children\342\200\231s playground to prevent access to the exterior flex ducting. The facility is requesting approval to use this temporary heating/air conditioner system from the exterior HVAC unit until repair to the existing classroom\342\200\231s HVAC unit is completed. The existing HVAC unit is expected to be REPORT CONTINUES ON NEXT PAGE: 1 OF 2 repaired by April 1, 2022. Based on documents submitted to the Department and the inspection completed today, the use of the temporary heating system installed for classroom #1 being granted through 04/01/2022. Child Development Director II agrees to notify the department in advance of any additional changes or if use of the temporary heating system will need to be extended. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Rosa Guerra. END OF REPORT: PAGE 2 OF 2
