What the inspector wrote

The reporting party alleged, \342\200\234Within just a month of being enrolled, my child developed over 40 bug bites across their body. We brought our concerns to the school, but the owner explained that they are limiting the use of insecticide because they are not considered environmentally safe.\342\200\235 The reporting party further alleged that the facility provides bug repellent stickers to students as a precaution, should parents wish to use them. Parent interviews were conducted, and no disclosures or concerns were made related to the above allegation. Child interviews were also conducted. No disclosures were made pertaining to this allegation. LPA Perry conducted staff interviews, and all staff stated the facility is sprayed by Staff #2 on a continuous basis, both indoors and outdoors. Staff #1 stated that parents are notified verbally when spraying has been conducted. Staff #1 and Staff #2 confirmed that additional spraying is performed during summer months and that the frequency was increased to every two weeks in response to a parent concern. Staff #1 stated mosquito repellent stickers are provided to parents, who may apply them to their own children. Staff are not permitted to place stickers on children. Parents are also encouraged to apply repellent to their children prior to arrival at the facility. Staff reported that the San Gabriel Valley Mosquito and Vector Control District conducted a property consultation at the facility and found no evidence of mosquito breeding or any other pests. All staff interviewed stated they have not been bitten at the facility. During the inspection, LPA Perry conducted a thorough review of both the indoor and outdoor areas. At the entrance, LPA observed mosquito repellent stickers available for parents. LPA reviewed receipts for the purchase of insect sprays used by the facility, as well as the consultation report from the San Gabriel Valley Mosquito and Vector Control District. The report confirmed there was no mosquito breeding on site, and it noted that window and door screens were in good repair. LPA Perry verified that the Director completed the Healthy Schools Act Pesticide Training. LPA provided consultation and emailed the Director Pam additional Healthy Schools Act resources to support ongoing pest prevention efforts. LPA also reviewed the facility roster and determined that Child #1\342\200\231s sibling does not attend the facility. Therefore, it cannot be concluded that both children received bug bites while in care, nor can it be determined that Child #1 received all 40 bug bites while attending the facility. LPA did see observe children and LPA did not observe a child to have been seen with over 40 bug bites including C#1. Based on LPA\342\200\231s observations, interviews with staff, children, and parents, as well as a review of documentation gathered throughout the investigation, there is no sufficient evidence to support the allegation that staff do not ensure the facility is free of insects. Therefore, the allegation is therefore determined to be UNSUBSTANTIATED, meaning that the allegation may have occurred or is valid, but the preponderance of evidence does not prove the violation occurred. No deficiencies are being cited at this time in accordance with Title 22 regulations. An exit interview was conducted with the facility Director Pam. A copy of this report, the appeal rights, and a Notice of Site Visit were provided. The Notice of Site Visit must remain posted for 30 consecutive days.
