On 03/02/2026, Licensing Program Analyst (LPA) Mariah Aguirre conducted an unannounced Annual/Random inspection at the above facility. LPA met with Rebecca Messler, Lower School Director who guided LPA on a tour of the facility. This is a preschool program that operates Monday to Friday from 7:30AM to 5:30PM. During the inspection, LPA observed 27 children in care with 5 staff members. The following classrooms were inspected: Classroom 1 (Daycare classroom), no children were present. Per Director, the daycare classroom is where the after school care is provided for preschoolers. Classroom 2 (Bumble Bee Classroom) and Classroom 3 (Grass Hopper Classroom). All children were playing in the outside area at the time of inspection. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision. Licensed facility is within the conditions, limitations, and capacity specified on the license. Per Director, the isolation area for children is located in the nurses office. Page 1 of 5 The classroom furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. LPA observed napping equipment in the storage closet of classroom 1 and classroom 2. Napping equipment provided by the facility are mats. LPA observed bedding to be kept in numbered cubbies for each child in care. Per Director, bedding is washed at the facility, every Friday. Per Director, the facility provides an optional meal program through a third-party company called \342\200\234Choice Lunch\342\200\235. The third-party company provides hot meals daily for all children who pay for the meal program. Per Director, the facility provides AM/PM snacks to children in care. LPA MAguirre observed a monthly menu available for public viewing on the facility\342\200\231s parent board. Per Director, the facility provides filtered water to children in care. The kitchen was observed to be clean and the cleaning compounds/solutions were found to be stored away from the food. LPA observed that there are functioning smoke and carbon detectors in the facility. LPA observed a fully charged and serviced fire extinguisher last services 08/25/2025. Emergency disaster drill was last conducted on 02/24/2026. LPA MAguirre observed the outdoor playground equipment to be in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. LPA reviewed staff records, staff files were complete. Page 2 of 5 Children\342\200\231s Records were reviewed and found to be complete including Identification Information and Emergency form and a medical assessment were on file for all files reviewed. Verification of CPR/First Aid and health preventative practices documentation was reviewed. SB792 (Immunization Requirements for Staff and Employees) was discussed with the Director. The Director and staff do currently have immunization documentation. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Page 3 of 5 CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) LPA advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . LPA MAguirre reminded the Director that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA MAguirre informed the Director of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Director Rebecca Messler, confirmed that there are no Registered Sex Offenders working in the facility and LPA completed the RSO profile in FAS.
